Bilingual Human Resources Manager Summary:
The bilingual Human Resources Manager role is responsible for managing HR policy and compliance, recruitment, labor law adherence, performance management, investigations, employee engagement, benefits administration, and collaboration with the Safety Manager on training and workers' compensation. The ideal candidate is fluent in both English and Spanish and has proven experience working with both office and field personnel in a construction-related environment.
Key Responsibilities:
- Develop, implement, and enforce HR policies and procedures aligned with company goals and all applicable legal requirements.
- Ensure full compliance with federal, state, and local employment laws, with a strong emphasis on Colorado-specific employment laws and regulations.
- Oversee compliance with paid sick leave, job posting transparency, equal pay practices, and the Colorado Secure Savings Program.
- Ensure company policies regarding rest and meal breaks follow Colorado Minimum Wage Order requirements.
- Maintain and update the employee handbook regularly and ensure consistent communication and training around policy changes.
- Maintain compliance with federal immigration verification requirements through the E-Verify program.
- Manage full-cycle recruitment efforts including job postings, applicant screening, interviews, and hiring.
- Develop recruiting pipelines for both field and administrative roles.
- Oversee and lead new hire onboarding and orientation to ensure consistent messaging around company values, safety expectations, and performance standards.
- Ensure all new hire documentation is completed accurately and on time, including I-9 verification and E-Verify processing.
- Serve as a point of contact for employee relations and conflict resolution.
- Conduct fair and thorough investigations into complaints and workplace issues.
- Partner with managers to address performance or behavioral concerns in a proactive and compliant manner.
- Lead and maintain a structured employee performance review process.
- Support managers in setting goals, delivering feedback, and addressing underperformance.
- Help establish employee development plans to support career growth and accountability.
- Manage incentive-based programs focused on productivity, safety, and attendance.
- Plan and execute employee engagement and recognition initiatives to enhance retention and satisfaction.
- Monitor morale and develop action plans to address concerns or gaps in employee experience.
- Coordinate required and ongoing employee training efforts in collaboration with department leaders and the Safety Manager.
- Track certifications, licenses, and ongoing development activities.
- Support training related to leadership development, communication, and compliance topics.
- Work closely with the Safety Manager to track and manage workers' compensation claims and injury reports.
- Support the return-to-work process, ensuring proper documentation and communication with insurers and employees.
- Help identify trends in incidents and collaborate on proactive prevention strategies.
- Manage employee benefits programs including health insurance, dental, vision, life insurance, and retirement offerings.
- Serve as the main point of contact for benefits-related questions and employee support.
- Coordinate and execute the annual open enrollment process, including employee communication, plan updates, and enrollment support.
- Maintain accurate benefits records and ensure timely enrollment, termination, and qualifying life event processing.
- Work with brokers, providers, and payroll to ensure benefit compliance and accuracy.
- Maintain secure, organized personnel files in accordance with legal and company standards.
- Generate and analyze HR metrics such as turnover, retention, recruitment, and engagement data.
- Ensure proper documentation of all performance, disciplinary, and compliance-related actions.
- Process employment verifications for current and former employees.
- Respond to and manage unemployment insurance claims and hearings in coordination with state agencies and payroll providers.
- Maintain documentation and respond to wage audits or labor agency inquiries as needed.
- Provide general HR support to management and staff.
- Assist with special projects, company initiatives, and cross-functional support as required to meet business goals.
- Seek opportunities to increase customer satisfaction and strengthen customer relationships
- Develop and maintain customer relationships for Interface
- Vendor Interaction.
Required Skills and Knowledge:
- Bachelor's degree in human resources, Business Administration, or related field (required).
- Bilingual in English and Spanish (required).
- Minimum 5 years of progressive HR experience, preferably in construction, demolition, or other industrial environments.
- Strong knowledge of employment law, HR compliance, and HR best practices.
- Experience in employee relations, investigations, benefits administration, and performance management.
- Effective communication, mediation, and organizational skills.
- HR certification (PHR, SPHR, SHRM-CP, or
SHRM-SCP
) preferred but not required.

Pay:
$85,000.00 - $95,000.00 per year
