Requirements:
Bachelor's degree in Human Resources, Business Administration, or related field (or equivalent experience) 5-8+ years of progressive HR experience, preferably within a government contracting, aerospace, or defense environment Strong knowledge of federal contractor compliance (OFCCP, EEO, affirmative action) Experience supporting multi-state workforce ( experience strongly preferred) Experience supporting government contract-related employment requirements Familiarity with
OCONUS HR

Gilat Satellite Networks Who we are looking for: The Human Resources Manager is a hands-on role responsible for leading and executing HR initiatives in a fast-paced, regulated government contracting environment. This individual will partner closely with leadership to support business objectives while ensuring compliance with federal contractor requirements, multi-state employment laws, and company policies. This role requires a balance of strategic partnership and day-to-day execution, supporting approximately 150 employees across CONUS and OCONUS locations. The HR Manager will play a key role in strengthening HR processes, supporting managers, and ensuring a consistent, compliant, and employee-focused approach across the organization. This position requires close collaboration with cross-functional teams. Hybrid flexibility may be considered based on business needs.
What you will do:
Serve as a trusted partner to leadership, providing guidance on employee relations, performance management, and organizational effectiveness Ensure compliance with federal contractor requirements, including EEO, OFCCP, and related reporting and audit readiness Manage and advise on multi-state employment law compliance, including California and other applicable jurisdictions Support HR-related requirements tied to government contracts, including onboarding, documentation, and compliance tracking Provide HR support for OCONUS employees, ensuring alignment with local requirements and company policies Partner closely with Finance on payroll, ensuring accuracy, compliance, and timely processing Oversee employee lifecycle activities including onboarding, performance management, employee relations, and offboarding Lead and support internal investigations, conflict resolution, and disciplinary actions as needed Maintain and improve HR policies, procedures, and documentation to ensure compliance and operational efficiency Support and prepare for audits (internal, external, and customer-related) Collaborate with Talent Acquisition on hiring strategy, workforce planning, and onboarding processes Drive HR initiatives that support employee engagement, retention, and organizational development Maintain HRIS and employee records, ensuring data accuracy and confidentiality.
