HR Director•EXE A classification, Exempt Position, 80 hours minimum required every 2 weeks
Position Summary:
Director for the Employee Services Department, responsible for providing leadership and strategic direction for Monroe County's human resources and payroll operations and administering the department's budget. Ensures HR functions align with the County's mission and objectives while maintaining compliance with federal, state, and local employment laws. Collaborates with the Legal Department and Commissioners on policies and procedures in the personnel policy handbook. Promotes the mission and direction of employee relations across Monroe County departments, including consistent application of personnel policies across all departments, managing employee relations when requested, and conducting internal HR investigations as needed. Oversees benefits program, including coordinating and evaluating services of providers, establishing contractual relationships, serving as liaison between benefit providers and employees. Manages the contractual operation of the Employee Health Clinic. Oversees compliance with state and federal employee/employer reports, regulations, and benefit programs, including but not limited to EEOC, FLSA, FMLA, DOL, and OSHA. Notifies Board of Commissioners Administrator, County Council Administrator, and County legal on various issues. Administers workers' compensation program. Responds to employment verification requests and unemployment claims through Workforce Development. Assists with conducting annual reviews of job descriptions and maintains signed copies of all employees' official job descriptions in their respective personnel file. Reviews all Knowledge, Skills, and Abilities (KSA) hiring requests and submits recommendations to the Council Administrator. Attends County Council and Commissioner meetings as needed, including gathering information and preparing related reports as requested.
Qualifications:
Baccalaureate degree in public administration, human resources, business management, social work, or related field, and a minimum of five (5) years of relevant experience and government and/or public sector required. Possession of and/or ability to obtain and maintain Society of Human Resources-Certified Professional (SHRM-CP) or Society of Human Resources Senior Certified Professional (SHRM-SCP) preferred. Thorough knowledge of and ability to read and understand the following: Federal, state, and local employment rules, regulations County personnel policies and benefit plans Accounting systems Requirements of regulating and auditing agencies, with ability to maintain complete and accurate accounting records and compile timely and accurate payroll and other financial reports Customary and prescribed practices of salary administration County budgets, tax distributions, and general ledger and with ability to apply such knowledge to a variety of interrelated processes, tasks, and operations Auditing standards and procedures, laws, rules, and regulations
Starting Salary:
$77,480 (up to $98,135 dependent on years of full-time employment history with Monroe County Government) Deadline for
