We are seeking a dynamic and knowledgeable Human Resources Supervisor to lead key HR functions and support the dedicated workforce at the secure care facility. Six years of human resources experience; OR Six years of full-time experience in any field plus three years of human resources experience; OR A bachelor's degree plus three years of human resources experience; OR An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.
EXPERIENCE SUBSTITUTION
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience. Job Duties:
Supervise HR staff responsible for employee administration, payroll, benefits, retirement, and staffing functions. Oversee the preparation and timely processing of personnel actions, including promotions, demotions, reallocations, appointments, and other transactions. Support recruitment and hiring by coordinating candidate selection, interviews, medical exams, drug screenings, and onboarding. Assist employees with application procedures and ensure job postings are accurate, timely, and compliant with agency requirements. Oversee timekeeping functions to ensure accurate entry of attendance, leave, overtime, and schedule exceptions. Ensure compliance with agency policy, the Fair Labor Standards Act (FLSA), and State Civil Service (SCS) rules. Ensure employees receive accurate information regarding health insurance, retirement plans, and related benefits. Serve as a liaison with OGB, LASERS, TRSL, and other benefit providers to ensure proper enrollment, documentation, and coverage. Manage administrative processes including Diana Screening, personnel file creation and maintenance, and the preparation and submission of Personnel Action Requests (PARs). Maintain secure, organized personnel records in accordance with agency standards. Review LaGov HCM reports to audit entries, ensure data accuracy, and support compliance across HR functions. Supervise staff responsible for administering FMLA, Workers' Compensation, and Return-to-Work programs, ensuring adherence to federal regulations and agency policy. Provide guidance on eligibility, documentation, and proper procedures. Provide support on classification and compensation matters by reviewing position allocations, interpreting pay policies, and ensuring compliance with State Civil Service rules. Perform related duties as assigned to support HR operations and ensure efficient, compliant, and high-quality service delivery.
