This position provides direct leadership over HR\r\noperational service functions that support a 24/7 public safety and corrections\r\nworkforce. The Director ensures consistent, compliant, and timely execution of\r\nemployee-facing services across institutions, community supervision, and\r\nheadquarters units statewide. The Director reports to the Deputy CHRO and is\r\nresponsible for execution, service delivery standards, and operational\r\naccountability.\r\n�\r\nKey Responsibilities\r\n\r\n\r\n Lead and manage HR staff responsible for:\r\n Leave administration (including statutory leave)\r\n Benefits administration\r\n Onboarding and orientation\r\n Employment verification\r\n Performance management cycle execution\r\n Establish service standards and ensure timely\r\n processing and compliance.\r\n Monitor workflow volume, backlog, and service\r\n metrics.\r\n Ensure alignment withCOMAR, DBM
regulations, and\r\n internal policy.\r\n Identify operational risks and escalate systemic\r\n issues appropriately.\r\n Support continuous improvement of HR service\r\n delivery processes.\r\n\r\n\r\nMINIMUM QUALIFICATIONS
Education:
\r\nBachelor's degree from an accredited college\r\nor university.\r\n�\r\nExperience:
\r\nEight (8) years of progressively responsible\r\nprofessional HR experience (in Public Sector, Unionized, or 24/7 operational\r\nenvironment). Three (3) years must have included supervisory\r\nor managerial responsibility over HR staff in operational or service delivery\r\nfunctions within a large, complex organization.\r\n\r\n\r\nA current resume and cover letter must be uploaded/ submitted with this application.\r\nDESIRED OR PREFERRED QUALIFICATIONS
\r\n\r\n Experience managing high-volume HR operations\r\n efficiently while ensuring compliance, fiscal responsibility, and service\r\n delivery standards. \r\n Experience evaluating workflow efficiencies,\r\n implementing internal controls, and balancing operational demands within\r\n established budget and staffing constraints.\r\n\r\n\r\nSELECTION PROCESS A
