Baltimore City\r\n6776 Reisterstown Road\r\nBaltimore, MD 21215\r\nPOSITION DUTIES
This role is responsible for enterprise oversight\r\nof classification, position management, salary alignment, and organizational\r\nstructure review across DPSCS. The Director ensures compliance with DBM regulations,\r\nposition control standards, and statewide personnel policies.�The Director reports to the CHRO and works\r\nclosely with executive leadership, fiscal teams, and DBM partners to ensure\r\nresponsible workforce structure management.\r\n�\r\nKey Responsibilities:
\r\n\r\n\r\n\r\n Lead and oversee classification and compensation review processes.\r\n Ensure compliance with COMAR and DBM classification standards.\r\n Review and evaluate position reclassifications, salary determinations,\r\n and organizational changes.\r\n Provide advisory support to executive leadership on workforce structure\r\n and position control.\r\n Monitor position management data, vacancy rates, and alignment with\r\n authorized staffing levels.\r\n Coordinate with fiscal and budget teams to ensure responsible workforce\r\n planning.\r\n Identify classification risks and escalate systemic concerns\r\n appropriately.\r\n\r\n\r\nMINIMUM QUALIFICATIONS
Education:
�Bachelor's degree from an accredited college or university.\r\n\r\nExperience:
�Eight (8) years of progressively responsible professional HR experience.\r\n\r\nFour (4) years must have included experience in classification, compensation,\r\nfiscal impact assessment, or position management within a regulated\r\npublic-sector environment.\r\nTwo (2) years must have included supervisory responsibilities\r\n\r\n\r\n\r\nA current resume and cover letter must be uploaded/ submitted with this application.\r\nDESIRED OR PREFERRED QUALIFICATIONS
\r\n\r\n Experience evaluating organizational structures, ensure\r\n alignment with budget authorization, and advise leadership on workforce cost\r\n implications and position management risks.\r\n Experience working directly with DBM or equivalent\r\n statewide personnel authority is preferred.\r\n\r\n\r\nSELECTION PROCESS A
