Summary Assists AVP of Human Resources with all human resources functions and acts as AVP when AVP is away from the office. Coordinates the workflow of human resources, which includes planning, supervising, delegating, editing and coordinating of documents, and tracking the flow of documents. Coordinates questions and requests for HR consultation; handles most issues in the absence of HR managers. Provides leadership to enable the human resources staff to function in an organized and efficient manner. Coordinates and maintains office budget. Work is subject to general supervision and is reviewed for technical correctness and compliance with area policies.
Essential Role Responsibilities
- Assists AVP of Human Resources with human resources functions and acts as AVP in the absence of the AVP
- Receives employee complaints and resolves through supervisory chain of command; serves as an advisor in matters of employee grievances, administrative disagreements, faculty grievances, and external complaints; serves on grievance committees as appointed, protecting the interests of employees as well as the College.
- Assist supervisors with employee relations issues involving their employees, including recommending performance improvement strategies and managing the progressive discipline and performance appraisal processes.
- Conducts Title IX investigations and reports findings to the Title IX coordinator(s).
- Continuously reviews legal and college compliance requirements related to human resources.
- Interprets policy and procedure and provides management, supervisory and employee consultation on human resources policies and procedures and other issues including coaching, mediation or other interventions as applicable.
- Oversees I-9 compliance, in addition to visa and permanent residency application process.
- With AVP of Human Resources, provides leadership to the HR area and college with recommendations for enhancing and strengthening the human resources function including assisting in policy development, compliance and interpretation.
- Oversees position description review and classification/reclassification process.
- Reviews and audits the faculty and staff salary calculation worksheets and assignment of the appropriate pay grades for faculty and staff.
- Coordinates Personnel Records management including personnel files, job descriptions, confidential investigative files, and I-9 compliance files.
- Coordinates the workflow of human resources, which includes planning, supervising, delegating, reviewing the work of technical and clerical employees and editing, coordinating, and tracking the flow of documents.
- Monitors record keeping of all personnel actions including hiring, promotions, probations, transfers, appeals, certain absence records, performance evaluations, etc.; receives and responds to requests for information concerning personnel policies and procedures of the College.
- Coordinates questions and requests for HR consultation; handles most issues in the absence of HR managers.
- Continuous review of legal and college compliance requirements related to human resources.
- Supervises, hires, trains, and leads assigned staff. Evaluates performance of assigned staff and makes recommendations.
- Meets with AVP of Human Resources to plan workflow, establish deadlines, and receive briefings on procedures.
- Administers and maintains the human resources office budget and assists AVP of Human Resources in submitting budget projections at the end of each fiscal year.
- Maintains a confidential filing system for records of discrimination and harassment complaints and other investigations.
- Compiles, organizes, and analyzes various types of information in response to legal/court requests for problem resolution.
- Maintains accurate information in the college's information management systems.
- Prepares for and conducts exit interviews for employees leaving the college.
- Edits and proofreads documents that go out of the office; drafts routine correspondence and other correspondence as requested. Tracks and monitors documents to and from human resources.
- Back-up person for ordering supplies and maintaining office equipment.
- Recruits and hires temporary employees as needed for HR projects.
- Performs other duties and responsibilities as assigned. Minimum Education Required Bachelor's degree Experience Required
- Bachelor's degree in human resources or related field required.
- Seven (7) years of proven professional human resources experience with progressive levels of responsibility.
- A minimum of three years of supervisory experience required.
- Proven work experience in labor relations and employee relations.
- Ability to interact effectively with others to determine needs and resolve conflicts.
- Experience and considerable knowledge of supervision and general office procedures. Ability to use initiative to locate and resolve problems.
- Skilled in writing clearly and concisely using proper syntax, grammar and spelling. Excellent proofreading skills.
- Excellent skill in operating microcomputers and knowledge of spreadsheet and database software applications in Windows environment. Ability to learn new software applications as necessary for job function.
- Master's degree in human resources or related field preferred.
- Professional human resources certification preferred.
OTHER REQUIREMENTS
- Extended hours may be required during busy periods.
- Ability to maintain strict confidentiality and adhere to the office of human resources code of ethics.
- Ability to communicate effectively, both verbally and in writing.
- Regular attendance is a requirement of this job.
- Performs all duties while considering the impact of any actions on the college's sustainability initiatives in the areas of environmental stewardship, social responsibility, and economic prosperity.
