The Prince George's County Fire/Emergency Medical Services (EMS) Department is currently seeking qualified applicants to fill a Human Resources Manager (Human Resources Manager-G) position, grade G31 in the Human Resources Division. About the Position The Prince George's County Fire/EMS Department is seeking a Human Resources Manager who will be responsible for directing all human capital functions within a complex, 24/7 public safety organization. This position provides both strategic and operational oversight of recruitment, workforce planning, labor relations, payroll and timekeeping coordination, performance management, and compliance programs to ensure a highly effective and mission-ready workforce. Serving as a trusted advisor to the Fire Chief and executive leadership team, the incumbent develops and implements policies, leads organizational change initiatives, and ensures alignment between human resources strategies and the Department's operational priorities, while maintaining compliance with employment laws and collective bargaining agreements. The ideal candidate is not only a strategic thinker but also a hands-on leader who is willing to roll up their sleeves and actively engage in the day-to-day work alongside their team to achieve results. This role requires the ability to operate effectively in a fast-paced, high-pressure environment where priorities frequently shift, and decisions carry significant organizational, legal, and public impact. The Human Resources Manager must balance high-level strategic leadership with practical, hands-on problem solving, navigating complex personnel and labor relations issues while remaining actively involved in execution. About the Agency The mission of the Prince George's County Fire and Emergency Medical Services (EMS) Department is to serve our communities with excellence by providing the highest quality of risk reduction, fire suppression, rescue, emergency medical, and all-hazards response services to enhance the quality of life in Prince George's County. Strategic Leadership & Organizational Development Provides overall leadership and direction for the Human Resources Office, aligning HR strategies with departmental mission, goals, and public safety priorities Develops and implements long-range workforce plans to address staffing, succession planning, retirements, and organizational growth Lead organizational development initiatives, change management efforts, and process improvements to enhance efficiency and effectiveness Evaluates emerging HR trends, legislation, and best practices to proactively position the Department for future workforce challenges HR Administration & Operations Directs the full scope of HR operations, including recruitment, hiring, classification, compensation, performance management, and employee relations Oversees the development and administration of HR policies, standard operating procedures, and departmental directives Manages the HR budget, monitors expenditures, and ensures alignment with fiscal constraints and operational priorities Prepares and delivers reports, studies, presentations, and recommendations to executive leadership and governing bodies Establishes and maintains partnerships with internal departments and external agencies to support HR operations Labor Relations & Union Engagement Serves as the primary HR liaison for labor relations, fostering collaborative and productive relationships with union representatives Interprets and administers collective bargaining agreements, ensuring consistent and equitable application Participates in negotiations, labor-management meetings, and dispute resolution processes Ensures timely investigation, documentation, and resolution of employee complaints and grievances Promotes effective communication and partnership between management and labor organizations Data Analysis & HR Systems Management Oversees the administration and integrity of Human Resource Information Systems (HRIS) and related databases Utilizes data analytics to assess recruitment, retention, wellness, and workforce trends Develops metrics and reporting tools to support strategic decision-making Conducts research and analysis to evaluate program effectiveness and recommend improvements Interagency Coordination & Special Assignments Represents the Department in interactions with county, state, and federal agencies, boards, and committees Coordinates cross-functional initiatives with departments such as Finance, IT, Operational Performance, Training & Leadership Academy and Logistics Leads or participates in special projects, task forces, and strategic initiatives Ensures compliance with applicable wage and hour laws, policies, and collective bargaining agreements Supports emergency operations, workforce continuity planning, and critical incident response, as needed Minimum Qualifications Master's degree from an accredited college or university in the Human Resources Management, Organizational Development, Business/Public Management, Industrial Organizational Psychology, or closely related field. Four (4) years of professional level human resources experience with at least three (3) years in a supervisory role. Any equivalent combination of relevant training, education and experience may also be considered. Please note there is no equivalency for the required supervisory experience. Preferred Qualifications Experience managing collective bargaining agreements and union environments. Strong background in organizational development and change management. Experience working in public sector or government human resources. Knowledge of SAP or other HRIS systems. Experience supporting HR operations within a public safety agency (Fire, EMS, Police, or Emergency Management). Experience using NeoGov or similar recruitment systems.
