Salary $107,166.00•$140,552.00 Annually Location Coleman A Young Municipal Center, MI Job Type Certified-Regular Civil Service Job Number 2026041311141CRIO Department Human Rights Dept Opening Date 05/04/2026 Closing Date 5/11/2026 11:59 PM Eastern Bargaining Unit 9002-Senior Management Description Operations Manager (Office of Cannabis Affairs) The Operations Manager (Cannabis) supports the implementation, coordination, and day-to-day operations of cannabis-related programs within the Civil Rights, Inclusion and Opportunity Department, managing the Office of Cannabis Affairs and reporting directly to the Deputy Director. Examples of Duties Managing program operations. Supporting cannabis licensing processes. Coordinating with internal departments and external stakeholders. Ensure alignment with City policies, regulatory requirements, and social equity goals. Oversees workflow execution, data tracking, and process improvements to promote efficiency, transparency, and compliance. Supports the administration of social equity and entrepreneurship initiatives, assists in stakeholder engagement, and contributes to strategic initiatives that expand equitable access to Detroit's cannabis industry. Minimum Qualifications Bachelor's degree in Human Resources Management, Project Management, Business Management, Data Management, Industrial/Organizational Psychology or a related field of study is required. Minimum of seven (7) year's total experience. Four (4) years of direct experience in human resources related positions and three (3) years in a supervisory capacity over human resources functions. Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position. City Employees Retirement System As a regular City employee you automatically become a member of the General Retirement System.
