The Assistant to Comptroller/HR shall report directly to the Comptroller, receive administrative direction in coordination with the Executive Director in accordance with the AFSCME Financial Standards Code, AFSCME International and Committee Constitutions, and all other legal requirements. Duties Assist Comptroller with all accounts in the name of the Committee, including all other documents and papers pertaining to the financial affairs of the Committee. In the name of the Committee, monitors all funds to the Committee's possession in a bank or banks approved by the Comptroller and insured by the Federal Deposit Insurance Corporation (FDIC). Ensure that funds deposited in the Committee's accounts shall be withdrawn only as approved by the Comptroller Assist with human capital management functions, such as talent acquisition, onboarding, employee orientation, and performance evaluations. Oversee the processing of checks for the payment of liabilities of the Committee which have been approved in writing by authorized persons, and which are for the purposes authorized by the Comptroller. At the Comptrollers' direction, provide any information or prepare any reports necessary for the Executive Director to fulfill the functions of that office. Immediately report to the Comptroller any expenditure that may have been without proper authorization. Maintain accurate records of financial transactions, entering data into accounting software. File and retrieve confidential documents, records, and prepare reports as needed. Analyzing general ledger accounts. Monitor authorized users' credit card statements. Oversee employee payroll changes and adjustments.• Monitor accounts receivable and accounts payable. Assist with audits. Assist with month-end and year - end closing. Assist Comptroller of direct reports.• Delegates accounting tasks to junior accounting staff. May supervise the Accounting Department staff in the absence of the Comptroller. Acts as a liaison between employee and management to answer questions or concerns regarding organizational policies, practices, and regulations. Assist in developing general policies and procedures relating to employee relations. At the Direction of the HR Director, assists in the investigation of employee complaints, or incidents involving possible employee misconduct. Assist with all recruiting and employee relations processes. Assist with disability claims processing. Assist with Workers Compensation claims. Assist with new employee orientations. Participate as an executive team member and advise on all human resource levels. Performs other duties as assigned.
QUALIFICATIONS
The Assistant to Comptroller/HR shall have no less than a bachelor's degree in accounting, finance, banking, or other finance-related area of study, and a minimum of five (5) years of experience in handling financial affairs of similar organizations to the Committee. Tact and professionalism handling confidential information and addressing employee concerns. Experience in consolidated financial reporting and analysis. Experience with accounting software products such as Paycom, ADP, Great Plains, Sage Intacct, Microsoft Office suite with emphasis on Excel proficiency. Must be trustworthy, have effective communication and customer service skills. Must possess a high level of professionalism and confidentiality. Strong analytical, problem-solving, and organization skills. Excellent verbal, written, and interpersonal communication skills. Detail and deadline oriented. Ability to weigh and consider facts, evidence, testimony fairly and objectively. Ability to manage diverse human, financial and physical resources in a changing and multifaceted environment with diverse, complex, and sensitive issues. Must be able to work extended hours on occasion when required. Possess a valid driver's license. Occasional instate travel when required.
