Job Description

Job Description The Michigan Civil Service Commission is seeking a highly organized and experienced professional to lead the Payroll/Transactions Unit within the Quality of Life (QOL) Human Resources (HR) Office. This manager position plays a critical role in ensuring the accurate and timely processing of payroll and HR transactions across multiple departments. As the Payroll/Transactions Manager, you will coordinate payroll operations, oversee compensation activities, and provide leadership to a dedicated team of HR staff. This role requires strong knowledge of payroll systems, state regulations, and collective bargaining agreements, as well as excellent communication and leadership skills.
Key responsibilities include:
Managing and mentoring payroll/transaction staff to ensure high performance and professional development. Managing payroll operations to meet compliance standards and operational deadlines. Overseeing compensation activities. Collaborating with internal QOL HR staff and external partners to resolve payroll issues and implement process improvements. Ensuring adherence to Civil Service rules, bargaining unit provisions, and departmental policies and procedures. Supporting system integration efforts and training staff on tools such as SIGMA and HRMN.
