Friendship Centers of Emmet County is a non-profit organization designated as the Council on Aging for Emmet County. We provide need-based, simple assistive care services to seniors in Emmet County, allowing older adults to remain living in their own home.

JOB SUMMARY
The Human Resources Director is responsible for leading and managing all human resources functions for Friendship Centers of Emmet County. This position provides strategic and operational oversight of employee relations, recruitment, benefits administration, compliance, training, HR systems, and organizational policies. The HR Director works under the supervision of the Executive Director and serves as a key advisor to leadership on personnel matters, workforce planning, and compliance with federal, state, and
AAA/AASA
requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are representative of the scope of work and are not intended to be all-inclusive. Recruitment and Staffing Manage full-cycle recruitment including job postings, sourcing, screening, interviewing, and hiring coordination. Develop and maintain internal and external job postings and recruitment platforms. Provide guidance and training to supervisors on interviewing practices and hiring compliance. Conduct reference checks, background checks, fingerprinting coordination, and driving record verification as required. Ensure compliance with
AAA/AASA
hiring standards and applicable regulations. Onboarding and Training Oversee employee onboarding and orientation programs. Ensure completion of required new hire and ongoing training in compliance with AAA/AASA, OSHA/MiOSHA, and other applicable regulations. Maintain training records and prepare documentation for audits. Develop and maintain ongoing employee training and development programs. HR Systems and Payroll Coordination Maintain Human Resources Information System (HRIS) and coordinate biweekly payroll processing with Finance. Evaluate, recommend, and support implementation of HRIS and payroll systems, including system upgrades and migrations. Ensure accuracy, compliance, and confidentiality of employee data. Benefits Administration Administer employee benefit programs, including health insurance, COBRA, and retirement plans (e.g., SIMPLE IRA). Manage annual open enrollment and employee communications. Ensure compliance with applicable benefit regulations and required federal filings, including Medicare creditable coverage reporting. Compensation and Organizational Structure Maintain wage grid and conduct periodic market analysis to ensure competitiveness and equity. Support leadership in reviewing job descriptions, job classifications, and organizational structure. Assist with implementation of board-approved compensation adjustments and bonus programs. Employee Relations Serve as a resource to supervisors and leadership on employee relations matters. Conduct investigations related to complaints, policy violations, and workplace concerns in a fair and consistent manner. Prepare documentation including performance improvement plans, disciplinary actions, and termination support as needed. Performance Management and Recognition Administer employee performance evaluation systems and recommend improvements as needed. Oversee employee recognition and length-of-service programs. Leaves of Absence and Accommodations Manage employee leave programs including medical leaves and ADA accommodation requests. Ensure compliance with all applicable federal and state laws and provide recommendations to leadership regarding requests. Policy Development and Compliance Develop, update, and maintain employee handbook, policies, procedures, and HR forms. Ensure compliance with all applicable federal and state employment laws and

requirements. Maintain required labor law postings at all agency locations. Personnel Records Management Maintain confidential personnel records in compliance with applicable laws and retention requirements. Ensure proper maintenance of I-9 records, medical files, driving records, certifications, and licenses. Monitor expiration of required credentials and notify employees and supervisors as needed. Safety and Workers' Compensation Oversee organizational safety program and ensure compliance with OSHA/MiOSHA requirements. Conduct or coordinate safety inspections and recommend corrective actions. Manage workers' compensation claims and reporting, including coordination with insurance carriers. Maintain required OSHA reporting, including OSHA Form 300. Legal Compliance and Reporting Monitor changes in employment law and ensure organizational compliance (including ADA, FMLA, EEO, FLSA, HIPAA, COBRA, ACA, ELCRA, ADEA, USERRA, and related regulations). Respond to unemployment claims and represent the organization in related proceedings as needed. Provide HR reports and updates to the Executive Director and Board of Directors as requested. Administrative and Strategic Support Assist the Executive Director and CFO in preparing HR-related reports and presentations for the Board. Maintain a current HR procedures manual documenting all HR processes. Support organizational planning and workforce strategy initiatives. Other Duties Maintain strict confidentiality of all employee, client, and agency information. Other duties as assigned by the Executive Director.
EDUCATION AND EXPERIENCE
Bachelor's degree in Human Resources, Business Administration, or a related field required. Minimum of five (5) years of progressive HR generalist or management experience preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
Strong knowledge of federal and state employment laws and HR compliance requirements Strong interpersonal, verbal, and written communication skills Ability to manage sensitive and confidential information with discretion Proficiency in Microsoft Office Suite and HRIS/payroll systems Strong organizational, problem-solving, and analytical skills Ability to work independently and collaboratively in a small organization setting Commitment to ongoing professional development in human resources
WORK ENVIRONMENT
Primarily office-based position. Occasional local travel may be required for meetings, training, or conferences.
