Job Description

As the Organizational Development Manager, you'll play a pivotal role in shaping the employee experience across the City. From developing leaders and strengthening performance management practices to driving organizational change and workforce development initiatives, you'll help create the foundation that enables employees and teams to perform at their best.

EXAMPLE OF DUTIES
Develops, implements, and manages organizational development and training programs to address leadership effectiveness, employee performance, and workforce consistency. Owns the design, implementation, and continuous improvement of the City's performance management system, ensuring consistency, accountability, and alignment with organizational goals. Identifies gaps in leadership capability, supervision practices, and employee development through data analysis, employee feedback, and operational trends. Develops and delivers training for supervisors and managers on performance management, accountability, communication, and leadership expectations. Partners with Human Resources Business Partners, who identify workforce and leadership needs, while this role designs and delivers development solutions. Supports organizational change initiatives, including restructuring, role clarity, and workforce transitions. Evaluates training and development programs to ensure effectiveness and alignment with organizational needs and recommends improvements as needed. Develops and tracks metrics to measure the effectiveness of training, leadership development, and organizational initiatives and uses data to inform continuous improvement. Supports succession planning and workforce development initiatives to strengthen internal talent pipelines. Collaborates with Employee Relations to provide training related to workplace conduct, policy application, and reducing employee relations risk. Promotes consistency in leadership practices and employee expectations across departments. Utilizes workforce data and analytics to identify trends and recommend strategies to improve performance and engagement. Builds and maintains strong working relationships with internal stakeholders to support organizational goals. Identifies opportunities to improve processes, strengthen accountability, and enhance workforce effectiveness. Stays informed of best practices in organizational development, leadership training, and workforce development. Ensures compliance with applicable laws, policies, and procedures related to training and workforce development. Performs all other related duties as required.
SUPPLEMENTAL INFORMATION
Office Work:
Primarily sedentary, involving prolonged sitting, computer use, telephone and office equipment operation, and standard office tasks. Requires visual acuity, hearing, and manual dexterity for reviewing documents, analyzing data, and completing administrative responsibilities.
WORKING CONDITIONS
This position is primarily office-based, utilizing standard office equipment in a climate-controlled setting and adhering to applicable safety and ergonomic guidelines.
