Job Description

Job Description The Director of Human Resources and Organizational Development, under the supervision of the Chief of Staff, coordinates all personnel programs, dealing with the selection, hiring, orientation, and evaluation of full-time employees. The Director of Human Resources and Organizational directs annual open enrollment for Cafeteria 125 benefits plans. The Director of Human Resources and Organizational Development ensure compliance with State Board of Community College policies and with local, state and federal regulations, such as EEO, FLSA, ERISA, ADA, and FMLA. Supervise the regulation of employee conduct and serve as Deputy Title IX Coordinator. The Director of Human Resources and Organizational Development manages, designs, and implements policies and procedures relating to organizational development; facilitates implementation of appropriate change management initiatives associated with organizational transition activities; implement meaningful, relevant, employee and manager training and development activities that link to college goals and objectives and meet the needs of each area. The Director will guide and develop a responsive internal training team; and coordinator with outside consultants and training providers; and helps implement and oversee methodologies to strengthen employee abilities and knowledge, increase efficiency, and improve leadership to maintain the overall health of the college. Essential Duties Summary Develop, recommend, and maintain current knowledge of the College's policies and procedures in accordance with federal and state regulations concerning employment and personnel records. Maintain job descriptions and assist in job analysis and design. Maintain effective working relationships through communication and knowledge of employee rights. Maintain the human resources information system. Assist in employee appraisal and evaluation. Create and maintain personnel files for all active full-time employees. Perform all employment procedures with regard to vacancies, applicants, and interviews. Maintain job postings. Collect data and process forms regarding FMLA, disability, and voluntary shared leave. Assist with reference and criminal background checks. Processes General Ledger coding and salary changes for employees. Conduct workplace investigations related to employee misconduct. Oversee the employee benefits program, including annual open enrollment, and change forms. Coordinate onsite immunization and vaccine clinics annually. Ensure that IPEDS, Staff Information, and other research reports using Colleague, MS Excel, or other necessary software are completed on time. Prepare Workers' Compensation claims. Oversee the organizational development for the College. Coordinates the annual performance evaluation process including the distribution of performance reviews to supervisors and employees. Serves as the administrator of the performance management system (PeopleAdmin). Serves as ERP Data Owner for HR. Manage a comprehensive onboarding program for employees. Collaborate with other departments to identify and create organizational development opportunities for employees. Participate in professional and staff development opportunities. Serve on committees as required. Performs other duties as assigned and other related duties incident to the work described herein. Salary Range Based on experience. Starting salary range $71,008 to $106,512. Required Qualifications Required Qualifications Bachelor's degree from a regionally accredited institution in a related field. Minimum of five to seven years of progressively responsible Human Resources leadership in higher education, preferable within a community college environment. Knowledge of employment laws and regulations. Demonstrated experience with HR systems, compliance administration including Staff information, ACA, and IPEDS reporting. Skills and Abilities Ability to work effectively and collegially with others. Skill in the use of computers and commitment to the use of technology. Experience with current version of MS Office or similar programs Excellent oral and written communication skills Provide exceptional customer service with people internally and externally to the institution. Familiarity with and appreciation for the mission of a comprehensive community college. Preferred Qualifications Master's degree in human resources or business administration rom a regionally accredited institution. Title IX Coordinator certification. Physical Demands ADA requirements for this position include critical thinking skills with the ability to process information, analyze data, make assessments, and exercise good judgment to make decisions; possess ease of mobility within the work environment and other areas of campus; and effective use of all forms of communication (oral, visual, auditory), including use of computers.
