Job Description

Position Overview Primary support to the County Administrator responsible for professional performance and administration of the Human Resources division of the Commissioners' Office of Administration and Finance. Responsible for planning, organizing and directing the activities of the Human Resources division. General Responsibilities Ability to provide support to County Administrator in identifying department needs and development of requests for appropriations, provides support for annual budget process Ability to support, plan and coordinate human resources activities and the administration of human resource practices, programs, and activities and ensure compliance with federal, state and local personnel rules, regulations, laws and applicable collective bargaining agreements Ability to formulate and recommend policies to address objectives of the county and interpret policies Ability to support recruiting, placement practices and activities and create job position descriptions Ability to develop, plan, coordinate and direct training programs Ability to develop and conduct management training programs Ability to coordinate and oversee annual open enrollment process and ensure compliance with the Affordable Care Act Ability to administer and coordinate Wellness Programs Ability to develop, maintain affirmative action programs and file EEO-4 report bi-annually Ability to prepare and maintain statistical employee and periodic reports Qualifications Bachelor's degree in human resources or business administration Four to six years of progressively responsible experience in human resources, preferably within the public sector, or an equivalent combination of education and experience PHR or SPHR certification is a plus
