Job Description

Position Title:
Part-Time Human Resources Manager (with Payroll Support responsibilities) Reports to:
Executive Director Hours:
Flexible part-time schedule up to 30 hours per week. (Hours vary based on operational needs and scheduled during regular business hours, Monday through Friday, 8:00 a.m. to 5:00 p.m., Weekly days and hours may fluctuate.

$35 per hour

General Staff Position Summary:
The Part-Time Human Resources Manager is responsible for supporting the administration of core HR functions, including employee relations, recruitment, legal compliance, coordination of policies, and benefits coordination. This role also provides assistance with payroll processing functions as assigned, ensuring accuracy, timeliness, and compliance with applicable federal, state, and local regulations, including New Jersey public sector law requirements.
Key Responsibilities:
  • Support daily HR operations including employee recruitment, onboarding, and employee relations, including resolution of complaints and working with management on sensitive personnel matters
  • Assist with payroll processing functions as assigned, including data entry, review, and reconciliation
  • Maintain accurate employee records and ensure confidentiality of HR information
  • Support compliance with applicable employment laws and NJ public sector requirements
  • Assist with benefits administration and pension-related reporting (as applicable)
  • Provide support in investigations, documentation, and HR reporting
  • Review and recommend revisions as appropriate to policies, in accordance with federal and state laws
  • Perform additional HR-related duties as assigned
Qualifications:
  • Bachelor's degree in Human Resources, Business Administration, or related field required
  • 2-3 years of HR experience required (public sector experience preferred)
  • Familiarity with payroll systems and HRIS platforms preferred
  • Knowledge of NJ public sector HR practices, including pension and benefits systems (MBOS familiarity a plus)
  • Strong organizational, communication, and interpersonal skills Professional Certification

    $35.00 per hour
