We specialize in earthwork, utility installation, mass grading, and site development for commercial, industrial, institutional, and public-sector clients. As we continue to grow, we are seeking a Human Resources Manager who can help us recruit, develop, and retain the skilled workforce that drives our success. This position offers the opportunity to develop internal HR systems while partnering directly with company leadership to shape the future of our organization. This is a hands-on role for someone who thrives in a blue-collar construction environment and understands the unique challenges of workforce development in the construction industry. Position Summary The Human Resources Manager will oversee all aspects of human resources, including recruiting, onboarding, employee relations, training and development, benefits administration, performance management, compliance, and workforce planning. The successful candidate will be responsible for creating structure, improving processes, and ensuring that JK Tobin remains an employer of choice in the highly competitive construction labor market. Key Responsibilities Recruitment & Workforce Development Develop and execute recruiting strategies for laborers, operators, truck drivers, mechanics, foremen, and management positions. Build relationships with local trade/vocational schools (BOCES), workforce development organizations, and community partners. Manage employee referral programs and hiring initiatives. Coordinate interviews, background checks, reference checks, and hiring decisions. Develop workforce planning and forecasting strategies in conjunction with our Project Administration team to meet future staffing needs. Attend local career fairs and vocational school/college career fairs. Onboarding & Employee Development Lead new employee orientation programs. Coordinate OSHA, CPR, flagger, excavation safety, and other required training programs. Track employee certifications and schedule employees for re-certification as necessary. Develop criteria for career advancement opportunities for field employees. Assist with mentorship and apprenticeship/internship initiatives. Employee Relations Serve as the primary point of contact for employee concerns and workplace issues. Conduct investigations regarding employee complaints and policy violations. Promote a positive company culture built on accountability, respect, and teamwork. Advise managers and supervisors on employee relations matters. Compensation & Benefits Administer employee benefit programs. Manage annual open enrollment processes. Assist leadership with compensation benchmarking and wage analysis. Maintain payroll-related employee records and documentation. Performance Management Implement and manage annual employee performance review programs. Assist supervisors with employee evaluations and development plans. Track global employee performance trends and recommend improvements. Compliance & Administration Ensure compliance with federal, state, and local employment regulations. Maintain personnel files and HR records. Manage workers' compensation claims and return-to-work programs. Support DOT/EEO compliance initiatives and employee documentation requirements. Assist with policy development and employee handbook updates. Strategic HR Leadership Partner with company leadership on organizational planning and workforce strategy. Develop HR metrics and reporting criteria for regular review with senior management. Recommend improvements to recruiting, retention, and employee engagement programs. Qualifications Required Bachelor's degree in Human Resources, Business Administration, or related field. Equivalent experience considered for a qualified candidate. Minimum 5 years of Human Resources experience. Strong knowledge of employment law and HR best practices. Experience managing recruiting, employee relations, benefits, and performance management. Excellent communication and organizational skills. Proficiency with Microsoft Office. Ability to maintain confidentiality and exercise sound judgment. Preferred Human Resources experience within construction, excavation, heavy civil, transportation, manufacturing, or skilled trades environments. SHRM-CP, SHRM-SCP, PHR, or SPHR certification. Experience with workforce development and skilled-trades recruiting. Knowledge of DOT, OSHA, and construction-industry compliance requirements. Experience building HR systems in a growing organization. Knowledge of the Syracuse construction labor market and local employment trends.
