Shreve, Ohio Position Summary The Human Resources, Payroll, Recruiting, Benefits & Safety Manager is responsible for leading and administering all aspects of Human Resources, payroll processing, talent acquisition, employee relations, benefits administration, and workplace safety for an industrial manufacturing company. This role supports both salaried and hourly employees and partners closely with plant leadership to maintain a safe, compliant, productive, and employee-focused work environment. The position requires a hands-on leader capable of balancing strategic HR initiatives with daily operational responsibilities in a manufacturing environment, ensuring accurate payroll administration, regulatory compliance, workforce stability, and a strong culture of safety. Key Responsibilities Human Resources Administration Administer all HR policies, procedures, and employee programs. Maintain compliance with federal, state, and local employment laws and regulations. Manage employee personnel files, HRIS systems, and confidential employee records. Serve as the primary point of contact for employee relations issues, coaching, conflict resolution, and disciplinary actions. Support performance management, succession planning, and employee development initiatives. Assist management with organizational planning and workforce development. Prepare HR reports, metrics, and analytics for executive leadership. Coordinate employee onboarding, orientation, and offboarding processes. Ensure compliance with company policies, handbook administration, and workplace standards. Payroll Administration Process bi-weekly, and semi-monthly payroll for hourly and salaried employees accurately and on time. Ensure compliance with federal, state, and local payroll tax laws and reporting requirements. Maintain payroll records including wages, deductions, garnishments, bonuses, commissions, PTO accruals, and benefit deductions. Review and validate employee timekeeping records, attendance data, shift premiums, overtime, and payroll adjustments. Coordinate payroll processing with HR, benefits, finance, and external payroll providers as needed. Manage payroll tax filings, W-2 preparation, payroll reconciliations, and year-end reporting. Administer wage garnishments, child support orders, tax levies, and other required deductions. Respond to employee payroll inquiries and resolve discrepancies. Ensure compliance with wage and hour laws, FLSA requirements, and payroll record retention standards. Prepare payroll-related reports for accounting, finance, and executive leadership. Partner with Accounting to support payroll journal entries, accruals, and account reconciliations. Recruiting & Talent Acquisition Lead all recruiting activities for hourly, technical, professional, and management positions. Develop job descriptions and manage job postings through online recruiting platforms, staffing agencies, trade schools, and other recruiting channels. Screen resumes, conduct interviews, coordinate hiring manager interviews, and manage candidate communications. Oversee pre-employment processes including background checks, references, drug testing, and onboarding documentation. Develop strategies to improve workforce retention and reduce turnover. Build relationships with technical schools, colleges, staffing firms, and community organizations to support recruiting initiatives. Maintain recruiting metrics including time-to-fill, turnover, and hiring effectiveness. Benefits Administration Administer employee benefits programs including: Medical, dental, vision, and life insurance 401(k) and retirement plans Short-term disability FMLA and leave administration Workers' compensation Coordinate annual open enrollment processes and employee communications. Act as liaison between employees and benefits providers. Resolve employee benefit issues and questions. Ensure compliance with ADA, COBRA, HIPAA, ERISA, and related regulations. Manage benefit invoices, reconciliations, and reporting activities. Coordinate payroll deductions and benefit-related system changes with payroll providers and accounting. Safety & Environmental Health Responsibilities Lead and administer the company's safety programs and initiatives. Ensure compliance with OSHA and applicable workplace safety regulations. Conduct safety audits, inspections, and risk assessments throughout manufacturing and warehouse operations. Coordinate accident investigations, root cause analysis, corrective actions, and reporting. Maintain OSHA logs and required regulatory documentation. Conduct safety training programs for employees. Manage PPE programs and workplace safety procedures. Partner with operations leadership to promote a strong safety culture and continuous improvement. Coordinate workers' compensation claims and return-to-work programs. Assist with environmental compliance initiatives as required. Support plant leadership with bi-annual EPA permitting for air, water and contamination Qualifications Education Bachelor's degree in Human Resources, Business Administration, Safety, or related field preferred. Equivalent combination of education and manufacturing HR/payroll experience may be considered. Experience One to three years of progressive Human Resources experience in an industrial or manufacturing environment preferred. Experience processing payroll for hourly and salaried employees, including overtime, shift differentials, and union/non-union payroll environments preferred. Experience with recruiting both hourly production and salaried employees. Experience administering employee benefits programs. Experience managing workplace safety and OSHA compliance programs. Experience with HRIS and payroll systems such as ADP Workforce Now, Paychex, or similar systems preferred. Knowledge, Skills & Abilities Strong knowledge of payroll administration, payroll tax regulations, wage and hour laws, and payroll accounting interfaces. Strong knowledge of employment law, HR compliance, and manufacturing workplace practices. Understanding of OSHA standards and workplace safety requirements. Strong communication and interpersonal skills. Ability to handle confidential payroll and employee information professionally and discreetly. Strong organizational and problem-solving abilities. Ability to work effectively with all levels of employees from production staff to executive leadership. Proficiency in Microsoft Office applications including Excel, Word, and Outlook. Strong attention to detail and ability to manage multiple priorities. Preferred Certifications SHRM-CP or
