Job Description
The Temporary Assistance to Needy Families (TANF)/Colorado Works Workforce Development Case Manager supports TANF participants in achieving economic stability through employment, training, and supportive services. This role conducts assessments, develops individualized plans, monitors participation, assists participants with barrier reduction and coordinates with workforce and community partners in alignment with Colorado Works regulations and county policies.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Individualized Planning Identify strengths, barriers to employment, career interests, and service needs through structured interviews and assessment tools. Develop and maintain Individualized Plans (IPs), ensuring they meet Colorado Works documentation and update requirements. Reassess goals and plans regularly, including the state-required six-month workforce assessment and 90-day client contact standard. Work Participation & Case Management Monitor participant engagement in approved Colorado Works activities. Provide coaching, problem-solving, and accountability to help clients meet participation requirements. Supporting clients in career exploration, job search strategies, résumé development, and interview preparation. Use strengths-based communication to encourage engagement, build trust, and support long-term employment success. Work effectively with diverse populations, including those facing trauma, poverty, disability, or justice involvement. Document all participation, contacts, and progress in CBMS in accordance with the Work Verification Plan. Supportive Services & Referrals Help clients address housing, childcare, transportation, financial challenges, or other obstacles to employment. Identify needs and connect clients to supportive services such as childcare, transportation, housing supports, behavioral health resources, and educational/training programs. Track supportive service provision and ensure appropriate documentation. Compliance & Reporting Ensure participants understand program rules, rights, and responsibilities. Adhere to federal and state regulation and apply compliance procedures, including good cause evaluation and sanction processes, per state and county rules. Meet federal, state, and county performance targets. Collaboration & Outreach Partner with local workforce centers, training providers, community organizations, and employers to support client success. Facilitate job readiness workshops, orientations, or group activities as needed. Work Schedule & Location Requirements This position is required to report to the office Monday through Friday during the initial onboarding and training period. A hybrid schedule may be considered after the initial period based on performance, operational needs, and supervisor approval. EDUCATION and/orEXPERIENCE
High School Diploma or GED Equivalent. Associate or Bachelor's degree preferred. Two (2) years full-time public contact experience. One year experience providing case management or direct client services in human services, career coaching, or employment programs. A combination of education and experience may be considered. •This position is part of a potential career progression series. Advancement to a higher level may be considered based on factors such as demonstrated competencies, experience, performance, and organizational need. Preferred Qualifications Experience with Colorado Works/TANF programs. Experience using the Colorado Benefit Management System (CBMS). Familiarity with the Colorado Child Care Assistance Program, workforce development systems, or county human services operations. Bilingual skills (e.g., English/Spanish).CERTIFICATIONS, LICENSES, & REGISTRATIONS
Have and maintain CBMS certification. Individuals hired without certification are expected to complete CBMS Training within three (3) months of hire. Individuals hired are also expected to have and maintain program-specific training provided by the Colorado Staff Development Division. This position requires successful completion of a criminal background check including fingerprinting through a national database.
