Job Description

We are looking for an experienced Human Resources (HR) Manager to provide interim leadership and practical HR guidance for a local government organization in Burlington, Washington. This Contract position is part-time, averaging about 20 hours per week, and offers a hybrid schedule with a combination of remote work and onsite support. The person in this role will partner closely with leaders and employees to maintain compliant, effective HR practices while helping the organization navigate day-to-day workforce needs with confidence and professionalism.
Responsibilities:
  • Serve as the primary HR resource during the interim engagement, offering steady guidance to employees, supervisors, and organizational leadership.
  • Counsel managers on employee relations matters, workplace concerns, and appropriate communication strategies for sensitive situations.
  • Examine existing HR policies, procedures, and administrative practices to identify gaps and improve consistency across the organization.
  • Monitor employment law and workplace policy compliance, and help ensure HR activities align with regulatory requirements.
  • Support leaders with coaching, workforce guidance, and practical recommendations that strengthen team management and employee engagement.
  • Oversee HR records, employee documentation, corrective action processes, and workplace reviews with a high degree of discretion and accuracy.
  • Collaborate with department leaders to keep daily HR operations running smoothly throughout the contract period.
  • Assess current HR workflows and recommend process enhancements that improve efficiency, clarity, and service delivery.
  • Contribute to onboarding, benefits-related coordination, HR administration, and other priority projects as needed during the assignment.
