$60,000 - $75,000 The Idaho Community Health Center Association (ICHCA) is a private, non-profit organization whose mission is to promote and support vibrant, effective community health centers in providing accessible, affordable, and high-quality healthcare to all Idahoans. The Manager of Workforce Development reports to the Deputy Director and manages all workforce initiatives that impact community health centers (CHCs) across Idaho. This role is the primary point of coordination for workforce-related programs at ICHCA, responsible for strengthening the CHC workforce through recruitment and retention strategies for clinical and non-clinical staff, developing and delivering training and technical assistance programs, and leading statewide efforts that build health center capacity and workforce sustainability. This role must respond to changing workforce needs within CHCs and actively engage statewide partners—including Idaho area health education centers, workforce development agencies, educational institutions, and primary care associations across the region—to address those needs. This role will support and expand current programs and develop new initiatives as they relate to clinician and staff recruitment, workforce retention, health professions career pathways, and health professions education and training.
PRIMARY RESPONSIBILITIES
- Develop and manage ICHCA's workforce development programming to include apprenticeship sponsorship programs, community/student outreach, community partnerships, and workforce development related training and technical assistance.
- Lead and facilitate a peer group made up of health center human resource or other leadership staff responsible for workforce planning to create annual deliverable to assist in filling the workforce planning needs.
- Analyze comprehensive needs assessments from regional PCA to determine workforce related needs at health centers as needed.
- Lead the development and delivery of workforce training and technical assistance, including webinars, on-demand LMS content, and initiatives that increase health center readiness to engage in health professions training programs.
- Support learning management system (LMS) ongoing development.
- Provide targeted support, resources, and best practices to health center staff across all areas of workforce development, with dedicated emphasis on clinician and staff recruitment strategies, onboarding, and retention—including tools to address turnover, improve workplace culture, and enhance staff engagement.
- Promote awareness of workforce development related training and technical assistance opportunities through engagement in ICHCA's Cube Academy, peer groups, and other related channels of communication.
- Notify health centers of updates in the National Health Service Corps Loan Repayment program, Idaho State Loan Repayment Program, Nurse Corps Loan Repayment Program, and J1 Visa Waiver program.
- Develop and sustain partnerships with statewide organizations—including Idaho Area Health Education Centers (AHECs), the Idaho Primary Care Association, the Idaho Department of Labor, and Idaho's higher education system—to advance collaborative recruitment pipelines and implement evidence-based retention strategies tailored to rural and underserved health center settings.
- Build and maintain strategic partnerships with educational institutions, workforce development organizations, and local, state, and national stakeholders to strengthen the health center workforce pipeline, with a particular emphasis on recruitment and long-term retention of clinical providers and support staff in underserved communities.
- Oversight of development, implementation, and maintenance of ICHCA's apprenticeship programs, including but not limited to, dental assisting, medical assisting, and community health worker programs. This includes regular meetings with apprentice preceptors and instructors and communication with the Idaho Department of Labor.
- Promote workforce development opportunities and careers in community health centers through outreach to students, faculty, and community partners, career fairs, presentations, and digital communication channels.
- Maintain Board Membership with the Southwest Idaho Area Health Education Center (SW AHEC), creating engagement opportunities for students of their Scholars program. Provide orientation presentations for new scholars.
- Promote evidence-based models or promising practices that support HP-ET goals
- Participate in grant proposal preparation and grant-related reporting as required.
- Participate in annual CHC site visits to meet with key partners and review workforce plans.
- Support other ICHCA program areas as they relate to workforce development through ongoing collaboration with program managers and leads.
- Develop and/or provide board meeting or conference presentations as needed.
- Conference attendance as it pertains to workforce development.
- Assume other responsibilities as assigned. Required Qualifications
Education:
Bachelor's degree
Experience:
2 years related professional experience, such as in healthcare administration, workforce development, or human resources
- Strong project/program management skills.
- Excellent organizational skills with demonstrated ability to successfully manage long-term and short-term projects simultaneously and to anticipate upcoming events, deadlines, and expectations to prioritize multiple tasks.
- Excellent communications and relationship-building skills.
- Ability to work independently and as a team member and to work effectively with diverse people.
- Strong customer service skills.
- Strong computer skills, including thorough knowledge of Microsoft Office suite, presentation and printed media software, databases, etc.
- Demonstrated ability to communicate clearly and positively, both verbally and in writing. Preferred Qualifications
Experience:
4 years related professional experience such as in healthcare administration, workforce development, or human resources
- Knowledge of health care industry and state/national health care environment
- Experience working in a federally qualified health center (FQHC)
Additional Information Supervisory Responsibility:
This position may have supervisory responsibilities.
Work Environment:
This position operates in a professional office environment with a hybrid work schedule. Standard office equipment including computers, and other tools are available for in-office and remote use.
Physical Demands:
This is largely a sedentary role. This would require the ability to lift files, open filing cabinets and bend or stand as necessary.
Position Type and Expected Hours of Work:
This is a full-time position. Core hours are Monday through Friday, 8:00 a.m. to 5:00 p.m.
MST. ICHCA
offers a hybrid work schedule—Tuesdays and Fridays are optional work-from-home days, with Monday, Wednesday, and Thursday as in-office days.
