Human Resources Supervisor

POSITION DESCRIPTION
The Human Resources Supervisor serves as the district's senior HR leader, responsible for the strategic direction, development, and execution of all human capital functions for approximately 750 employees. The position partners closely with the Director of Schools, executive leadership, and school-based administrators to build a high-performing workforce, ensure legal compliance, and foster a positive and productive work environment that supports student success.
KEY RESPONSIBILITIES
Strategic Leadership & HR Operations Operate as both a strategic leader and primary executor of HR services in a lean environment, ensuring timely and high-quality support to employees and leaders Identify opportunities to streamline and automate transactional work to improve efficiency and scalability Lead and oversee all human resources functions for the district, aligning HR strategy with district goals and priorities Serve as a trusted advisor to the Director of Schools and leadership team on workforce planning, performance management, and employee relations issues Builds and maintains strong partnerships with payroll/finance, internal communications, and safety to ensure seamless and compliant HR operations. Manage the HR department budget and provide personnel data and forecasting to support district-wide financial planning Lead HR technology and process improvements, including automation and employee self-service tools Talent Acquisition, Onboarding & Retention Oversee full-cycle recruitment strategy to attract and hire high-quality certified and classified staff Ensure equitable, compliant, and effective hiring practices Administer and continuously improve onboarding and new educator orientation programs Coordinate retention strategies, including employee engagement initiatives, recognition programs, and exit feedback analysis Represent the district at job fairs, universities, and community recruitment events Employee Relations & Organizational Effectiveness Manage employee relations strategy, including investigations, conflict resolution, and performance management Ensure fair, consistent, and legally compliant handling of employee concerns and disciplinary processes Coach and support administrators in managing employee performance, workplace issues, and team effectiveness Promote a positive workplace culture aligned with district values Compensation, Benefits & Leave Administration Oversee administration of employee benefits programs, including health, retirement (TCRS), and ancillary offerings Oversee partnerships with brokers and vendors to ensure competitive, cost-effective benefits Support annual benefits enrollment and employee communication strategies Oversee the administration of leave programs, including
FMLA, ADA
accommodations, and sick leave bank Support retirement processes and re-employment compliance Compliance & Risk Management Ensure compliance with all federal, state, and local employment laws and regulations Oversee licensure and credentialing compliance for certified staff Support administration of workers' compensation and unemployment programs Manage required employee trainings and compliance tracking Maintain accurate personnel records and ensure data integrity Policy Development & Training Develop, update, and communicate HR policies, procedures, and the Employee Handbook Design and deliver training for supervisors and staff on HR-related topics Lead initiatives related to employee lifecycle improvements (onboarding, development, retention, offboarding) Additional Responsibilities Partner with staffing agencies and oversee substitute teacher program and staffing processes Coordinate tenure and contract issuance processes for certified employees Support district initiatives and committees, including employee recognition events Perform other duties as assigned by the Director of Schools or designee
QUALIFICATIONS
Bachelor's Degree in Human Resources, Business Administration, or related field required; Master's Degree preferred Minimum of five (5) years of progressive HR leadership experience, preferably in K-12 or public sector environments Demonstrated experience leading HR strategy, employee relations, and organizational initiatives Strong knowledge of employment law, compliance, and HR best practices Exceptional interpersonal, communication, and leadership skills High level of discretion, integrity, and ability to manage confidential information Strong analytical, organizational, and problem-solving skills Ability to balance strategic leadership with hands-on execution Equal Opportunity Employer Statement Franklin Special District (FSD) is an equal opportunity employer committed to fostering a diverse, inclusive, and respectful workplace.
