  • L•We lift up our community •O•We take ownership of our collective performance •V•We value and respect all employees •E•We empower employees to grow Under general direction from the City Manager, the Director of Human Resources is responsible for the overall leadership and strategic direction of all areas of human resources functions for the City of DeSoto within the framework of policies, practices and direction of city management and ensuring compliance with guidelines set forth by laws, regulations and administrative rulings established by local and federal government.
This position serves as a strategic partner with leadership and employees to support high performance in City departments and achieve organizational goals while mitigating employment-related liability for the organization. Plans and directs department activities by establishing priorities and programs; coordinating project meetings; analyzing and recommending staff and resource levels; and monitoring department operations, staffing and productivity levels. Manages all staffing functions by developing and recommending staffing levels; directing and participating in recruiting activities; initiating, monitoring and evaluating performance; coaching and counseling; establishing and reviewing training activities; and initiating disciplinary proceedings. Directs departmental financial processes by developing and recommending budget and program costs; responding to financial inquiries; interpreting directives; and ensuring compliance with federal, state and local laws. Ensures operation efficiency by configuring and managing resources; participating in strategic planning, technology planning, and results coordination; reviewing and managing responses; and researching and recommending new processes and technologies. Develops and maintains relationships with departments, customers, elected officials, and outside agencies by participating in meetings and on committees; preparing and presenting information in public settings; negotiating agreements; reviewing contracts; and responding to complaints and inquiries. Performs other duties as assigned. Bachelor's degree in human resources management, Public Administration, Business Administration or related field. A Master's degree in business or human resources administration is preferred; Seven (7) of progressively responsible experience in Human Resources Management, including recruitment, benefits, compensation, employee relations, training, Civil Service and risk management. Minimum of five (5) years in a senior management or leadership role. Experience with municipal government preferred. SPHR, PHR, SHRM-SCP, SHRM-CP, IPMA-SCP, IPMA-CP, TMHRA-CP or similar certification preferred. Or equivalent training, education, and/or experience; and Valid Texas Driver's License with good driving record. Knowledge of City policies and procedures. Knowledge of Microsoft Office Suite. Knowledge of labor laws including FLSA, ADA, Worker's Compensation, HIPPA, FMLA, COBRA and all Equal Employment Opportunity laws. Skill in developing and presenting programs, training, and reports to elected officials and groups in large public settings; Ability to work in a dynamic environment with changing goals and priorities; Knowledge of payroll laws and processing preferred Skill in communicating effectively both orally and in writing; and Ability to establish and maintain working relationships with City administration, other employees, and the general public.
