We are committed to delivering person-centered care while maintaining strong compliance, operational integrity, and workforce excellence in alignment with Texas Medicaid (TMHP) and HHSC standards. Job Summary We are seeking a highly organized and compliance-driven HR Director to oversee all aspects of human resources, workforce compliance, and administrative quality assurance. This role is responsible for managing the full employee lifecycle—from recruitment and onboarding to certification tracking and compliance monitoring—while ensuring all staff meet regulatory requirements. The HR Director plays a critical role in maintaining an audit-ready workforce, minimizing organizational risk, and ensuring operational alignment with Texas Medicaid (TMHP) standards. Key Responsibilities Recruitment & Hiring Process Develop and manage job postings across platforms (e.g., Indeed) Screen candidates and coordinate interviews with leadership Oversee hiring intake process for new staff Ensure all new hires meet required qualifications (e.g., QMHP-CS standards where applicable) Onboarding & New Hire Intake Manage onboarding process through BambooHR Ensure completion of all onboarding documentation (I-9, W-4, policies, etc.) Coordinate new hire orientation and training requirements Ensure new hires are properly set up in all required systems Background Checks & Pre-Employment Compliance Conduct and manage background checks for all new hires Verify employment eligibility and references Ensure all pre-employment requirements are completed prior to start date Certification & Credential Management Track and maintain staff licenses, certifications, and required trainings Monitor expiration dates and ensure timely renewals Schedule and follow up on certification deadlines Maintain compliance with TMHP and HHSC workforce requirements Monthly Compliance & Document Audits Conduct monthly reviews of personnel files to ensure completeness and compliance Verify that all required documentation is current and up to date Identify and resolve missing or expired documents Maintain audit-ready personnel records BambooHR System Management Maintain accurate and up-to-date employee records in BambooHR Manage onboarding workflows, employee status changes, and documentation storage Generate HR reports and track workforce data Administrative QA Duties Support administrative quality assurance processes related to staff compliance Ensure staff meet documentation and operational standards Collaborate with Compliance & QA Officer to address workforce-related compliance issues Risk Management & Compliance Identify and mitigate workforce-related compliance risks Ensure adherence to Texas Medicaid (TMHP), HHSC, and regulatory standards Develop and enforce HR policies and procedures Support audit preparation and compliance readiness Communication & Coordination Communicate HR updates, policy changes, and deadlines via Connecteam Collaborate with leadership (CEO, COO, Program Director, Clinical Director) Provide regular updates on workforce compliance and staffing needs QualificationsRequired Bachelor's degree in Human Resources, Business Administration, or related field 3+ years of HR management or leadership experience Experience managing onboarding, recruitment, and compliance processes Strong attention to detail and organizational skills Ability to manage multiple deadlines and priorities Preferred Experience in healthcare or behavioral health Familiarity with Texas Medicaid (TMHP) and HHSC workforce requirements Experience with HR systems (BambooHR preferred) Experience with background checks, credential tracking, and compliance audits Work Environment Office-based role with collaboration across leadership and operational teams Fast-paced environment requiring strong attention to detail and follow-through Compensation Competitive salary based on experience Opportunities for growth within a rapidly growing organization How to Apply Apply directly through Indeed.
