Class Summary The HR Business Partner supports a designated portfolio of departments or divisions, providing strategic and operational guidance in talent management, employee relations, organizational effectiveness, and change management within a complex higher education environment. Working under the direction of the Executive Director of Human Resources, this role delivers a broad range of HR services, including recruitment, benefits administration, payroll coordination, and general HR operations, while ensuring alignment with institutional priorities and compliance requirements.

Minimum Education/Training/Experience Associate's degree in human resources, business management, public administration or related field and three (3) years of progressive human resources experience. Preferred Education/Training/Experience Bachelor's degree in human resources, business management, public administration, or related field and five (5) years of progressive human resources experience and three (3) of the five years must include demonstrated working experience with Texas public retirement systems, including Teacher Retirement System of Texas (TRS), Optional Retirement Program (ORP), Employee Retirement System (ERS) and Texas Higher Education Coordinating Board (THECB) regulations, as well as voluntary retirement plans.
Minimum Knowledge & Skills Basic principles and procedures of public human resources administration.
Benefits, compensation, unemployment benefits, FMLA and organizational development.
Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
Ability to gather data, compile information, and prepare reports.

Preferred Knowledge & Skills Three (3) years of experience of demonstrated working experience with Texas public retirement systems, including Teacher Retirement System of Texas (TRS), Optional Retirement Program (ORP), Employee Retirement System (ERS) and Texas Higher Education Coordinating Board (THECB) regulations, as well as voluntary retirement plans.
Advanced technical proficiency in Microsoft Excel. Excellent analytical and problem-solving skills and data accuracy. Licensing/Certification Requirements Human Resources certifications (PHR or SHRM) are preferred.
Job Duties Fosters and builds trusted advisor relationships with assigned Division leaders.
Manage complex People & Talent projects and practices across the College. Analyzes staffing trends, key metrics, and compliance requirements in partnership with the broader HR organization to develop and implement strategies for employee retention. Leverages human capital reports (i.e., turnover, exit survey results) to assist in workforce staffing and planning with clients. Collaborates with hiring managers to assist with planning, organizing, and leading recruitment tasks and projects resulting in attracting, engaging, developing, and retaining diverse talent.
Contributes to the continuous improvement of People & Talent processes, policies and procedures.
Must serve as an expert and follow College policies and procedures to ensure compliance, while staying abreast of federal and state laws and regulations.
Coordinates annual open enrollment for benefits and provide benefit orientations throughout the year.
Report new hire and wage compliance to the Office of Attorney General - Child Support Division.
Maintains employee files regarding compensation updates including benefit deductions or additions to the College's payroll system.
Evaluates and implements trainings that will assist employees in obtaining information and understanding College benefits and other related incentive program.
Perform salary calculations for recommended candidates for hire by compiling and analyzing previous employment history and utilizing College's pay schedule.
Responsible for onboarding new hires by ensuring federal, state, and local documentation compliance.
Performs other duties of a similar nature or level.
