Job Description
SUMMARY Primary purpose of employment is to implement and support management decisions of Commissioners' Court related to Human Resources. Under limited direction of Commissioners' Court; responsible for advising elected officials and department heads in the area of human resources management, including but not limited to, recruitment, classification, compensation, records, performance evaluations, employee relations, and communications. Responsible for County compliance with state, federal, and local employment laws. Facilitates the implementation of County personnel policies. Oversees the County Benefits program, acts as Loss Control Supervisor, and is the County HIPAA Privacy Officer and point of contact.
ESSENTIAL DUTIES AND RESPONSIBILITIES
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Duties include the following:
A. Related to the Human Resources Function Maintain recruitment and hiring practices, classification and compensation programs for county. Recommend, plan, and implement changes in personnel policies and procedures, as needed. Plan, prepare, and monitor of human resources operations budget. Communicate effectively and courteously with Commissioners' Court, public, and employees. Maintain employee records according to federal, state, and local law(s). Develop and maintain employment practices that are in compliance with Americans with Disabilities Act (ADA), Equal Employment Opportunity Commission (EEOC), the Federal Labor Standards Act (FLSA) and other employment related statutes. Investigate employee complaints, while ensuring compliance with federal and state laws, as well as county policy. Inform and advise, elected officials/department heads on a regular basis, of existing and new regulations regarding employee practices and procedures. Manage and coordinate with the District Attorney's Office timely responses to federal and state agency inquiries and/or complaints related to employment practices. Oversee Human Resources Department employees Self-disciplined and self-motivated to work alone and with others; ability to exercise goodJudgment In the safeguarding of confidential or sensitive information. B. Related to the Loss Control Function (Workers Compensation & Safety) Management Workers Compensation program / renewal Ensure timely filing and management of all workers compensation claims Assist the Loss Control representative on all survey tours and visits. Advise Commissioners' Court on the development and progress of the Loss Control Program. Act as liaison between Commissioners' Court, County officials, employees and loss control management personnel from insurer. Manage DOT related drug screens, background checks, training and policy. C. Related to the HIPAA Privacy Officer Function Ensures the County's compliance with HIPAA Privacy rules. Maintains compliance with federal and state laws related to privacy, security, confidentiality, and protection of information resources. Develop and implementation of County-wide privacy training program and, in conjunction with the security officer or other individual charged with security oversight, a cyber security awareness and training program that meets state requirements Ensures no intimidating, discriminatory, or other retaliatory actions occur against a person who files, testifies, assists or participates in any investigation, compliance review, proceeding or hearing related to a privacy violation or opposed any unlawful act or practice.

SPECIAL REQUIREMENTS EDUCATION, EXPERIENCE & LICENSES
Bachelor's degree (B.A. or B.S.) from four-year college or university in Business, Human Resources, or related field 10 years working in leadership position in Human Resources department, with at least 2 years of that in a supervisory capacity
PHR/SPHR
certification highly desired
DESIRED MINIMUM QUALIFICATIONS LANGUAGE SKILLS
Ability to read, analyze, and interpret common human resources journals, financial reports, and legal documents in English. Ability to respond to common inquiries or complaints from public, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or boards of directors. Bilingual skills a plus.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions.
OTHER SKILLS AND ABILITIES
Computer background with expertise in word processing, Excel spreadsheets, and database management. Desktop publishing skills desirable.
PHYSICAL DEMANDS
This is a sedentary position. The employee must regularly lift and/or move up to 10 pounds and frequently lift and/or move up to 25 pounds.
