Job Description

We are seeking an experienced HR Manager to oversee and manage our human resources department. In the civil construction industry, our greatest asset is our people—from the engineers in the office to the crews operating heavy machinery on-site. In this role, you will bridge the gap between corporate strategy and field operations. You will be responsible for managing the full employee lifecycle, ensuring strict compliance with labor laws and safety regulations, handling union/labor relations (if applicable), and driving recruitment strategies to keep our projects fully staffed with skilled talent. Key Responsibilities 1. Talent Acquisition & Workforce Planning Manage full-cycle recruitment for both salaried professionals and skilled craft labor. Develop talent pipelines through trade schools, union halls, and industry networks to combat seasonal shortages. Coordinate rapid-mobilization hiring for newly awarded, large-scale civil projects. 2. Employee & Labor Relations Serve as the primary point of contact for employee grievances, conducting objective investigations and resolving conflicts efficiently. Maintain a strong presence in both the corporate office and active field sites to build trust with field personnel. 3. Compliance, Safety & Policy Enforcement Ensure absolute compliance with federal, state, and local labor laws, including DOL, EEOC, and FLSA regulations. Partner closely with the Safety/HSE Director to align HR policies with OSHA regulations, drug-free workplace programs, and workers' compensation case management. Oversee Davis-Bacon Act and prevailing wage compliance tracking for government/public works contracts. 4. Compensation, Benefits & Payroll Support Administer competitive benefits packages, including health insurance, 401(k) plans, and wellness programs tailored to a diverse workforce. Conduct market analysis to ensure field wages remain competitive within the local construction market. Collaborate with payroll to ensure accurate tracking of per diems, travel pay, and overtime. 5. Training & Performance Management Lead the onboarding process, emphasizing company culture, safety awareness, and operational expectations. Implement performance evaluation systems that encourage retention and career progression. Identify and coordinate leadership training for field supervisors and foremen.
Qualifications & Skills Experience:
5+ years of HR experience, with a minimum of 2-3 years specifically within the construction, engineering, or heavy industrial sectors .
Education:
Bachelor's degree in Human Resources, Business Administration, or a related field. SHRM-CP, SHRM-SCP, or PHR certification is a strong plus.
Industry Knowledge:
Familiarity with prevailing wage (certified payroll), OSHA reporting, and managing a mobile, geographically dispersed workforce.
Software Proficiency:
Experience with HRIS platforms, Applicant Tracking Systems (ATS), and time-tracking/payroll software common in construction.
