Until Filled Summary The Human Resources Director oversees comprehensive HR operations for a jail facility supporting 100+ employees. The role ensures compliance and accurate execution of timekeeping, personnel records management, onboarding, workers' compensation administration, VRS support, hiring and background processes (including interviews and backgrounds), payroll documentation preparation, benefits assistance, Virginia Employment Commission (VEC) claims, and HR support for mediations, investigations, and disciplinary matters. The Director also manages multiple online HR platforms, creates and edits HR policies/procedures, supports community recruitment initiatives and job fairs, and completes other duties as assigned by the Superintendent or designee.
Key Responsibilities Timekeeping & Payroll:
Oversee timekeeping; prepare and maintain payroll documentation.
Records & Filing:
Manage filing systems and ensure accurate, compliant HR documentation and record retention.
Onboarding & HR Support:
Lead onboarding processes; assist employees with varying HR needs and inquiries.
Workers' Compensation:
Administer workers' comp. processes, documentation, and related coordination.
Systems & Platforms:
Manage multiple online HR platforms; maintain and update required employee information.
Policies/Procedures:
Create, review, and edit HR policies and procedures; support policy documentation and updates.
VRS:
Utilize and administer VRS processes for eligible employees; ensure accurate submissions/records.
Hiring & Backgrounds:
Handle all hiring initiation activities, including interviews coordination and background processes; ensure required documentation is completed.
Benefits Administration Support:
Assist employees with benefit administration and related tasks.
VEC Claims:
Prepare, file, and manage Virginia Employment Commission claims; maintain supporting records and responses. Employee Relations /
Investigations:
Assist in mediations, investigations, and disciplinary meetings; complete all necessary documentation.
Community Initiatives & Job Fairs:
Participate in facility community initiatives, recruitment efforts, and job fairs.
Other Duties:
Perform other duties designated by the Superintendent or his/her designee.
Qualifications:
Bachelors Degree or Equivalent Experience HR leadership experience with strong knowledge of employment documentation and compliance practices. Ability to manage confidential information and handle high-volume, multi-faceted HR responsibilities. Experience/comfort with online HR systems and policy/procedure work. Strong organizational, communication, and customer service skills; ability to support 100+ employees with varying needs.
