COO oversees most ODNI business operations, including executive support, human resources, security, facilities, continuity, governance, policies, & information management. Duties Develop and implement employee relations strategies and programs to promote a positive work environment, reduce workplace conduct issues and increase mission effectiveness. Investigate and resolve employee, supervisor, or manager complaints, grievances, and disputes in a fair and timely manner. Conduct thorough reviews and preliminary inquiries into allegations of misconduct, harassment, and other workplace issues. Collaborate with management to address performance issues, leverage administrative tools such as Advanced Work Plans and Performance Improvement Plans, and develop strategies to improve employee engagement and retention. Provide guidance and training to management and employees on ODNI policies, procedures, and best practices. Analyze employee relations data and trends to identify areas for improvement and develop recommendations for HR leadership. Develop and maintain positive relationships with employees, management, and HR leadership to promote a culture of transparency and trust. Stay up-to-date with laws and regulations, ensuring ODNI's compliance and advising management on potential risks and liabilities. Partner with HR leadership to develop and implement HR initiatives and programs that support organizational objectives. Develop and present written and oral briefings on CPR issues and programs, and explain complex information to customers and stakeholders in a clear and consistent manner. Cultivate and maintain productive working relationships with the ODNI workforce, colleagues, HR experts, and ODNI senior leadership to share information of interest, explain the specifics of employee management relations programs and, when appropriate, present, justify, defend, negotiate, and/or settle matters involving significant issues. Requirements Conditions of employment Must be a U.S. Citizen residing in the United States Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI) Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. A two-year trial period is required for all new permanent appointments to the ODNI. Qualifications

Mandatory Requirements:
Demonstrated ability to handle complex and controversial human resource management or organizational management tasks On average ten years of progressively responsible experience in HR or another related field. Demonstrated ability to successfully resolve employee conduct issues and improve employee relations Extensive ability to maintain confidentiality and handle sensitive information Extensive ability to analyze and problem-solve Extensive ability to represent HR and ODNI in a positive, proactive manner and ability to manage competing priorities while adhering to strict deadlines. Demonstrated ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives. Demonstrated ability to listen to, clarify, and convey an understanding of others' ideas, comments and questions, and integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions. Extensive knowledge of HC principles, concepts, regulations, and practices, and demonstrated consultative skills sufficient to plan and manage HC functions for large scale ODNI and/or IC programs. Extensive knowledge of Federal, IC, and/or ODNI HC and HR regulations, policies, and unique authorities in order to address organizational/business issues and questions. Qualitative and quantitative analytical skills necessary to collect data, analyze it, and develop substantive reports.

General knowledge of IC, ODNI and HR policies, concepts, regulations, and practices, and consultative skills sufficient to plan and manage HR functions for ODNI and/or IC programs. Superior ability to utilize critical thinking and reasoning skills to gather HR data and provide analysis of meaning/impact to senior management. SALARY DETERMINATION
The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Chief of Human Resource Management. In some cases when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to, and not less than, the employee's current annual base rate of pay, not to exceed the maximum step rate of the GS grade to which assigned.
