Job Description
JOB DUTIES
: 1. Plan, direct and manage the human resource functions of Pyrotechnique by Grucci (PbG), Fireworks by Grucci (FbG), and Grucci Middle East Event Organizer (GRMEEO) and ensuring legal compliance. 2. Working with assigned staff, ensure all facilities are properly staffed. 3. Supervise the daily activities of the Human Resource Department. 4. Manage company Human Resource Information System (HRIS), Application Tracking System (ATS), and payroll system. 5. Respond to employee and contractor Human Resource related questions, concerns, and inquiries. 6. Assist in strategic planning and play an instrumental role in employee engagement and retention initiatives, serving as a trusted outlet and resource to employees. 7. Identify and assess future and current training needs through job analysis, career paths, annual performance appraisals and consultation with line managers. 8. Draw an overall or individualized training and development plan that addresses needs and expectations 9. Establish and maintain a positive human relations climate utilizing good communication practices, expeditious handling of complaints and problems and ensuring consistency and fair treatment of all employees in assigned departments. 10. Coach, counsel, and provide guidance to executives, managers, and supervisors, in administration of employment matters. 11. Build upon a strong HR foundation by assessing current practices and making recommendations for new approaches that will support the continued growth of the organization and the nurturing of the desired employee culture. 12. Develop, recommend, and implement Human Resource policies and procedures. 13. Provide direction on laws that impact the company such as Equal Employment Opportunity (EEO), Worker's Compensation, Fair Labor Standard Act (FLSA), Occupational Safety and Health Administration (OSHA), ADA, Family Medical Leave Act (FMLA) and other federal, state, or local regulations. 14. Stay up to date with employment laws and how they relate to each facility, on a state, federal, and international level. 15. Communicate with staff and advisors overseas to ensure compliance with international labor laws. 16. Assist in the development and implementation of comprehensive compensation and benefits plans that are competitive and cost-effective. 17. Drive recruitment efforts that support the long-term talent needs of each facility. 18. Ensure compliance with all state and federal employment related statutes such as EEOC, non-discrimination, record keeping, etc. 19. Ensure Position Descriptions are developed and maintained for each facility. 20. Advise Directors, Managers and Supervisors on Human Resource policy and recommend needed changes. 21. Counsel and assist employees on issues related to employment or benefit issues. Direct to appropriate resource as needed (i.e. EAP, Insurance Broker). 22. Ensure compliance with local, state and federal guidelines concerning employment, personnel and payroll policies. 23. Ensure company is in compliance with the Americans with Disabilities Act and that reasonable accommodation is made for employees as necessary. 24. Ensure the company is in compliance with Health Information Privacy as defined by HIPAA (Health Insurance Portability and Accountability Act of 1996). 25. Ensure company compliance with the Drug and Alcohol-Free Workplace Act. 26. Demonstrate commitment to equal employment opportunity and affirmative action. Prevent all types of unlawful workplace harassment and ensure all employees are treated fairly and equitably without discrimination. 27. Act as facility Benefits Administrator and contact for Broker and insurance vendors. Ensure all required reports and notifications are processed on time (i.e., Medicare Creditable Coverage). 28. Work with New York offices during the Open Enrollment period to ensure proper communication of benefit selection to employees and processing of necessary policies with vendors and employee documentation to Broker. 29. Verify monthly invoices that pertain to department and process to appropriate parties. 30. Manage the creation and updates of Employee Handbooks for each facility, ensuring compliance and working legal representation when necessary. 31. Act as EEO Coordinator overseeing day to day implementation and monitoring of Affirmative Action Plan. 32. Analyze Company's personnel actions and their effects to ensure compliance with Equal Employment Opportunity Policy. 33. Member of PbG's Ethics Committee and act as facility's Government Contracts Compliance Officer and Company Ethics Liaison Officer to/for government compliance as it relates to ethics. 34. Ensure the company Organization Chart is maintained and employee directory is kept up to date. 35. Assist with work visa applications when necessary. 36. Act as representative to outside employment agencies as needed to ensure proper staffing to meet customer requirements. 37. Ensure new hire orientation sessions are conducted. 38. In coordination with the Safety & Training Manager, ensure all Worker's Compensation and Injury reports and associated tasks are handled in a timely manner. 39. Approve direct reports weekly time reports and requests for vacation / personal days. 40. Complete and administer scheduled Performance Reviews for department. 41. Assist in creation of any required procedures / forms. 42. Participate in Yearly Management Review of all ISO documentation as scheduled. 43. Apply the required action necessary to recognize exceptional performance of staff or to correct violations of company policy. 44. Assist in coordinating company events and functions. 45. Participates in the development of the Business Plan to meet company's objectives. 46. Participate in monthly Management Staff meetings and Quarterly Management Reviews and other meetings as required. 47. Shares accountability for the effectiveness of the Quality Management System ensuring the Quality Policy and quality objectives are established and compatible with the context of the company. 48. Ensure department is in compliance with ISO requirements. 49. Must be committed to ISO and the company's Quality Management System using process approach and risk based thinking methodologies. 50. Ensure the Quality Policy and quality objectives are communicated to direct report employees. 51. Participate in solicitation evaluations, contract reviews and internal audits of all types as needed. 52. Participate in on-going training and education as directed by the Chief Financial Officer and as required for position. 53. Obey all Company work and safety rules. 54. Perform all other duties as assigned by the Chief Executive Officer.PHYSICAL REQUIREMENTS
: 1. Must be able to sit, stand, bend, or move throughout work area for 8 to 12 hours per shift. 2. Prolonged periods of sitting at a desk and working on a computer. 3. Must be able to lift 15 pounds at times.GENERAL REQUIREMENTS
1. Bachelor's degree in Human Resources (HR) or related discipline from an accredited college or university; other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. 2. A minimum of eight (8) years of progressive experience in human resources management; five (5) of which must have been in a supervisory capacity; strong generalist background required. 3. Background in the administration of payroll required. 4. Must be able to receive clearance from the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE). 5. Must possess a valid driver's license and vehicle. 6. Must be able to travel for work between facilities as needed. 7. Background knowledge ofISO 9001
preferred 8. Experience managing Human Resource functions for multiple facilities and through consultants when applicable required. 9.
