This position will directly supervise a team of HR professionals who provide a broad spectrum of HR services to assigned areas within Division of Personnel Management's Region 1 which consists of the Department of Transportation, Public Service Commission, Department of Financial Institutions, Department of Safety and Professional Services, and the Higher Education Aids Board. Our HR team is responsible for proactively partnering with assigned areas to provide strategic direction and expertise in job classification and analysis, classification surveys and studies, recruitment and staffing, assessment development and administration, compensation and pay administration, performance management and workforce planning. This position has the ability to work remotely up to 5 days per week but may be required to report to an office location on occasion to complete certain tasks. This position will be headquartered at the Hill Farms State Office Building (4822 Madison Yards Way, Madison, WI). Position Summary This position supervises a team of staff in the HR General Services Section (GSS) that are responsible for recruitment, selection, compensation administration, classification, performance management, and organizational analysis. This position is part of the GSS management team and is responsible for administering programs, policies and systems and supervising subordinate staff. The position is responsible for providing training and development, overseeing day-to-day activities and work assignments, identifying and implementing process improvements, and developing and updating HR policies and procedures. In addition, the position provides consultation to management on a wide range of difficult and complex and/or sensitive personnel matters. Salary Information Starting salary for the Human Resources Supervisor position (schedule/range 81-03) will be $86,320 - $96,678 annually ($41.50 per hour - $ 46.48 per hour) depending on qualifications and experience, plus excellent benefits. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan. A 12-month probationary period is required. Qualifications A minimally qualified applicant will have each of the following: Experience in a professional human resources role performing the following: recruitment, classification and compensation related activities. Experience providing leadership to a team of employees (this may include leading a team in accomplishing a project or assignment, training others to complete a task, providing feedback on work etc.). Experience providing consultation or guidance to organizational leadership on HR related issues, such as recruitment planning, compensation strategy planning, interpreting HR policies/procedures or handling performance management issues. In addition, well-qualified applicants will have one or more of the following: Experience with state of Wisconsin civil service rules and policies related to recruitment, classification, compensation or performance management issues. Formal supervisory or lead worker experience performing duties such as coaching, guiding, training others, directing/assigning work, reviewing work, providing performance feedback, etc. Experience making recommendations to improve HR policies or processes to ensure operations are consistent and efficient (e.g., evaluating needs, identifying issues/problems, proposing solutions, providing feedback, direction and training).
