JOB SUMMARY
Under the general direction of the Director of Human Resources and Human Resources Manager, assists in the development, administration and implementation of a wide range of human resource programs. Supports recruitment, employee relations, training and development, HRIS administration, time and attendance and the maintenance of computerized human resources information. Performs related work as required.
EXAMPLES OF DUTIES
Administers recruitment and selection process, including preparing job postings, reviewing applications, and civil service examinations and evaluations, compiling and analyzing examination results and participating in interview panels with hiring managers. Promulgate eligible and certified lists in accordance with Classified Service Rules. Responds to applicant inquiries regarding the recruitment process, application status and hiring decisions. Assists with a variety of Human Resource projects and applies professional knowledge and judgment to resolve human resources-related issues. Administers City-mandated pre-employment and random drug testing programs for positions that require a Commercial Drivers' License (CDL), and other safety-sensitive positions; maintains confidential documents and prepare reports regarding same. Conducts research studies and prepares reports as required. Serves as internal consultant to directors, supervisors and assigned employee groups on human resources matters. Provides information to applicants, employees and managers regarding job opportunities, qualifications, compensation, selection procedures and employment policies. Enters and maintains accurate employee data in the HRIS/Applicant tracking systems; generates reports, processes personnel action forms; audits data for accuracy and completeness and makes corrections as necessary. Prepares and distributes employment contracts, letters, memorandums, reports and other correspondence. Maintains confidential files and records that may include seniority lists, salary information, attendance records and leaves documentation. Processes new hire documentation, including background checks; meets with new employees to review paperwork and answer questions; assists with onboarding and monthly employee orientation. Collects, organizes and maintains employment-related documents for HRIS data entry and reporting. Assist with employee training initiatives to ensure understanding of policies, procedures and administrative processes, including completion of required forms. Support external recruiting efforts and represent the City at job fairs and recruitment events, as assigned. Interprets and explain policies, procedures, laws, regulations and standards. Assist in reinforcing policies and practices; escalates and supports the resolution of employee relations issues as appropriate. Work with supervisors on processes related to grievances, disciplinary actions and investigations. Collaborates with other Human Resources team members on cross-functional initiatives. Assist with HR data administration, analysis, and reporting. Work on projects requiring independent judgement, initiative, and the development of recommendations. Conducts or assists with audits and compliance reporting, including I-9 audits, EEO-1 filings, payroll audits, and other mandatory reviews. Performs other related duties as assigned.
KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES
Ability to work effectively with individuals from diverse backgrounds. Ability to lead, supervise, train and develop others. Proficiency in Microsoft Office applications, including Office 365, Word, and Excel. Ability to prepare complex written reports. Excellent verbal, written, interpersonal, and customer service skills. Strong organizational skills and attention to detail. Working knowledge of human resource principles, practices and procedures. Strong time management skills and the ability to meet deadlines in a fast-paced environment. Excellent analytical, problem-solving, negotiation, and conflict-resolution skills. Ability to prioritize and manage multiple tasks simultaneously. Ability to act with integrity, professionalism, discretion and confidentiality. Demonstrated ability to exercise diplomacy, tact and sound judgement. Thorough knowledge of employment-related laws and regulations. Proficiency with or the ability to quickly learn HRIS and applicant tracking systems.
MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a bachelor's degree in business administration, Human Resources, or a related field, and four (4) years of responsible, analyst-level human resources experience. Experience must include at least three (3) years of progressively responsible work in one or more of the following areas: recruitment and selection, job classification and compensation, interviewing, training, or employee relations. A minimum of three (3) years of experience utilizing an applicant tracking system is required.
Preferred Qualifications:
Experience administering civil service examinations. SHRM-CP or SHRM-SCP.
