We are seeking a Human Resources Specialist IV to support the Court Services and Offender Supervision Agency (CSOSA) by delivering expert-level federal human resources classification, organizational design, and HR advisory services. In this role, the Human Resources Specialist IV will prepare and classify position descriptions, conduct desk audits, advise leadership on organizational structure, and support a broad range of HR program activities.
Work Location:
Washington, DC Metro Area (DMV). Candidates outside of the DMV area will not be considered.
General Duties:
Position Description Development:
Prepare new and revised position descriptions conforming to Office of Personnel Management (OPM) guidelines, including position evaluation statements, position designation tool records, statements of differences for career ladders, and Senior Executive Service (SES) position descriptions meeting OPM functional criteria.
Desk Audits:
Conduct desk audits and recommend the most appropriate series, grade, and alignment for positions in accordance with OPM classification standards; provide recommendations to the Contracting Officer's Representative (COR) as requested.
Sensitivity & Legal Coverage Determinations:
Provide sensitivity level designations, prepare determinations of law enforcement retirement coverage, and prepare Fair Labor Standards Act (FLSA) coverage determinations in accordance with 5 CFR 1400, 5 CFR 731, and OPM guidelines.
Organizational Consultation:
Provide consultations and opinions on organizational proposals including optimal structure, personnel utilization, and impact on grades and existing organizational alignment.
Classification Policy & Guidance:
Develop and communicate internal classification policies and procedures; advise management on contentious and complex position and organizational structure issues using accepted principles and OPM guidelines.
Broad HR Program Support:
Support additional HR program activities as requested including agency reorganizations, human resources policy development, recruitment and staffing, payroll and benefits administration, and employee development.
Qualifications:
Education & Experience:
Bachelor's degree in human resources management, public administration, or a related field required. Minimum of three (3) years of federal HR classification experience.
Federal Classification Experience:
Minimum of three (3) years of experience creating, modifying, and classifying position descriptions for positions at varying GS grade levels in accordance with OPM standards.
Desk Audit Experience:
Demonstrated experience conducting desk audits for a variety of positions across GS grade levels.
OPM & Federal HR Regulations Knowledge:
Thorough knowledge of OPM classification standards, 5 CFR regulations, and federal HR policies applicable to position management and organizational design. SHRM-CP or PHR (Preferred): Professional HR certification such as SHRM-CP or PHR is preferred and viewed favorably.
Advisory & Communication Skills:
Demonstrated ability to advise management on complex HR issues and communicate classification guidance and policy clearly in both oral and written form.
