Job Description

JOB SUMMARY
The Talent Acquisition Specialist plays a crucial role in attracting, sourcing, and assisting in the selection of talent for the County. Position will assist departments with the interview process and engage departments in understanding the long-term strategic goals for their workforce needs. The Specialist will handle the onboarding of new hires, research and focus on retention strategies, promote the County s brand through recruitment initiatives and events, and manage the overall recruitment cycle from identifying hiring needs to onboarding new employees.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
(All responsibilities may not be performed by all incumbents) Attract, source, and assist in the selection of qualified talent for the County. Analyzes trends and metrics to develop a full cycle recruitment and retention strategy. Partners with HR Business Partners and Hiring Managers to identify talent, with a focus on high volume and niche roles. Develop, drive, and execute comprehensive search strategies, including a recruitment plan geared towards building a diverse workforce, brand recognition, and meeting the hiring needs of the business. Assist, where applicable, with interviewing and evaluating candidates. Utilize various sourcing methods, including social media management, cold calling, and university recruitment, to attract candidates. Maintain accurate records of candidates via ADP recruitment components. Partner with HR Business Partners, supporting internal recruiting efforts by identifying opportunities for succession planning within the organization. Collaborate with County Communications and Grants Department in the creation and maintenance of an internship and apprenticeship program. Create applicable interview questions for Hiring Managers, that reflect the requirements for County positions. Devise and implement sourcing strategies to build pipelines for potential candidates (E.g. Attend job fairs); create and implement end-to-end hiring processes to ensure a positive experience for candidates.
MINIMUM QUALIFICATIONS REQUIRED
Education and Experience:
Associate s degree in human resources, Business, Public Administration, or related field; must possess a minimum of three years of full cycle recruiting experience. Prior experience in local government (city, county, state) a plus. Any equivalent combination of education and/or experience which provides the minimum level of qualifications stated above.
Licenses and Certifications:
None.
Knowledge, Skills and Abilities:
Knowledge of principles and practices of full cycle recruitment for exempt and non-exempt roles. Knowledge of federal, state, and local laws including Civil Service Law, Rules and Regulations. Knowledge of research and report preparation, statistical techniques, and procedures. Ability to establish and maintain effective working relationships with department officials, and the public. Ability to diplomatically manage unique circumstances, while exhibiting a calm and focused demeanor. Ability to work well under pressure and administer multiple projects simultaneously. Ability to communicate effectively, both orally and in writing.
ADA MINIMUM REQUIREMENTS
Physical Ability:
Essential functions of this position continuously require the ability to remain in a stationary position (sitting or standing); operate a computer and other office machinery, such as a calculator, copier, and printer. Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must also continuously direct others; meet deadlines; stay organized; use math/calculations and use a keyboard/type. Essential Functions frequently require the ability to move about inside the office; and move/transport items up to 10lbs. Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; push or pull; and repetitively use hands/arms/legs. Incumbents in this position are occasionally required to be on-call and work irregular hours.
Sensory Requirements:
Essential functions regularly require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use equipment.
Environmental Factors:
