The position is located in Diamond Head, on the Island of Oahu.

Duties Summary This position serves in the Finance and Administration Branch (F&A), Hawaii Emergency Management Agency (HIEMA), Department of Defense. The F&A provides administrative management, financial, procurement and contract administration, and human resources management services and support to the Agency's Administrator and its Branches. Responsibilities include, but are not limited to, the directing and coordination of the agency's planning, programming, and budgeting activities and maintenance of budgetary and fiscal controls over federal, State, and other extramural funds appropriated to the agency; the establishment and implementation of policies, procedures, and standards on HIEMA's management system; the promulgation of regulations and policies related to the management and administration of State personnel; the directing and control of the State purchasing and contracting activities and property accountability; assistance in the development and implementation of federal and State legislative programs; and the direction and coordination of the administration of the occupational safety and health program; worker's compensation program; fleet insurance program and Federal and State tort claims programs. The HIEMA Human Resources Section oversees all human resources activities and actions; processes human resources /personnel transactions for the Agency; enforces state personnel rules, regulations, policies and procedures, and collective bargaining agreement provisions; maintains hard copy and electronic file systems; promulgates regulations and Agency policies and guidelines related to human resources; and manages human resources processes that include position classification, compensation, recruitment, selection and placement, personnel transactions and records, labor relations, employee relations, performance evaluations, employee development and training, employee recognition and awards, worker's compensation and occupational health and safety. The primary purpose of this position is to serve as a human resources subject matter expert for HIEMA. This position will perform a variety of position classification and recruitment actions, employee relations and serve as a technical advisor to the supervisors and managers at HIEMA. As needed, the subject position may participate in departmental human resources special projects and programs. This position also serves as a State Emergency Response Team (SERT) and Emergency Response Team (ERT) member during emergencies and disasters. Minimum Qualification Requirements
KNOWLEDGE
: Knowledge of the personnel, occupations, and work processes relative to agencies in State government; and operational relationships with various State agencies and/or with other jurisdictions.
SKILLS / ABILITIES
Excellent oral and written communication skills, including the ability to write clear, concise reports and recommendations; demonstrated ability to foster teamwork with a wide range of people; skilled in use of electronic communications word processing, spreadsheet, and management information systems/databases; ability and skill to properly apply personnel management principles, methods and techniques to work situations; logically analyze and make sound recommendations on complex issues and effectively present the analysis and findings; exercise judgment, tact and discretion in applying and explaining policies and procedures to others; establish and maintain effective working relationships internal and external to DOD; strong customer service skills; thorough understanding of personnel evaluation techniques and demonstrated ability; and willingness to deal effectively with diverse populations. Ability to come to work regularly and on time; follow verbal and written instructions; take constructive criticism and suggestions; communicate effectively with the public and staff; get along with co-workers and supervisors; treat co-workers, supervisors and the public with respect and courtesy; operate a motor vehicle; and refrain from abusive, insubordinate and/or violent behavior.
EDUCATION
Graduation from an accredited four (4) year college or university with a bachelor's degree preferred. Experience may be substituted for education on a year-to-year basis. Experience must be of such scope, level and quality to assure the possession of knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree.
EXPERIENCE
Two and one-half (2-1/2) years of professional work experience in one or any combination of human resources management functions; i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, human resources program development and services, labor relations, and human resources research. Applicants must possess a valid license to drive in the state of Hawaii. This requirement is due to the potential for independent travel at all times of the day or night during activation, deployment, and other transportation requirements during emergencies. Must be able to obtain a security clearance. The SEOC is a closed environment without windows. The facilities require continuous maintenance and improvements. Incumbents must be able to work in such an environment. Other Emergency Operations Center locations may be activated as necessary. Able to work effectively and efficiently in an open office environment and sites with periodic interruptions and distractions, moderate noise levels and under deadlines and pressure situations. Conditions of work require the ability to be available at all times, work additional hours with little or no advance notice and for extended periods of time, including weekends, and beyond normal work hours with little rest to support emergency/disaster preparedness, mitigation, response, and recovery activities. Other Information This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will", which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
