This position is not eligible for overtime (exempt); however, the city has a compensatory time leave program for employees that grants leave time for hours worked in excess of forty hours. GENERAL DESCRIPTION
The purpose of this classification is the administration and consultation of Human Resources processes, programs, and policies in the areas including but not limited to employee & labor relations, training & development, benefits, and performance management.
MINIMUM REQUIREMENTS

ESSENTIAL FUNCTIONS
Assist in administering employee benefit programs, including counseling employees on benefit options, maintaining accurate benefit records, and providing benefits orientation Investigate and resolve complex or non-routine benefit issues such as coverage denials, termination discrepancies, and eligibility questions Manage benefit enrollments, terminations, and qualifying life events in HRIS systems and carrier platforms (medical, dental, vision, FSA, HSA, etc.) Run weekly interface files, identify discrepancies, and resolve any issues to ensure accurate and timely data flow between internal HR systems and external vendors Support the planning, communication, and execution of annual Open Enrollment and ongoing enrollment activities Serve as a liaison between employees and third-party benefit vendors, clearly communicating coverage details, eligibility criteria, and program requirements Maintain current knowledge of benefit plans, industry trends, regulatory requirements, and program offerings Assist with HR special projects, including the development of Excel reports, PowerPoint presentations, forms, letters, memos, and other documentation Review and reconcile monthly benefit invoices to ensure accuracy and resolve discrepancies with carriers or internal records Serve as the backup to the HR Manager during their absence, supporting decision-making, communication, and maintaining operational continuity across HR functions Perform related work as assigned
