PLTO offers an excellent compensation and benefits package (Medical, Dental, 401(k) retirement, vacation, holiday and sick pay, etc.) General Description Under the guidance and direction of the Human Resources Manager, the Human Resources Specialist provides primary support for all recruitment, hiring, onboarding, orientation, and employee record management functions for all Purple Line Transit Operators (PLTO) employees. This role centers on executing a full cycle recruiting process, delivering a structured and compliant new hire onboarding and orientation experience, and maintaining accurate electronic and paper personnel records in accordance with federal, state, DOT, FTA, and organizational requirements. Additionally, the HR Specialist will assist in other high priority HR tasks, special projects, or duties as needed. Responsibilities and Essential Functions Recruitment and Full Cycle Hiring Manage the full cycle recruiting process from requisition through offer acceptance. Partner with hiring managers to develop job postings, screening criteria, and interview strategies. Post positions, manage Applicant Tracking System activity, and screen applicants. Conduct initial phone screens and coordinate interviews with hiring managers. Prepare offer letters, coordinate pre-employment requirements, and track candidate progress through the hiring process. Ensure compliance with EEO, DOT, and internal hiring standards. Maintain recruiting metrics, reports, and hiring activity data for the HR Manager. Participate in job fairs, workforce development events, and recruiting initiatives within the DMV region. Ensure all candidate documentation is properly maintained within the ATS and personnel file upon hire. Onboarding and Orientation Lead and coordinate all new hire onboarding and orientation activities. Prepare onboarding schedules and facilitate new hire orientation sessions. Coordinate pre-employment requirements including background checks, drug and alcohol testing, and employment verification. Ensure completion of Form I-9, tax forms, policy acknowledgements, benefit enrollment forms, and required compliance documentation. Enter new hire data into HRIS and ensure accuracy of employee records. Serve as the primary point of contact for new hires through their onboarding experience. Coordinate with Payroll, Safety, IT, and Hiring Manager to ensure seamless new hire readiness. Track completion of onboarding tasks and required training assignments in Paychex. Employee Records and File Administration Maintain accurate and compliant employee personnel files in both electronic and paper formats. Ensure proper organization, labeling, and retention of employee folders in accordance with legal recordkeeping requirements. Conduct routine audits of personnel files to ensure completeness and compliance. Manage document archiving and disposal in accordance with record retention policies. Respond to employment verification requests and record requests as needed. Ensure all Personnel Action Forms (PAFs) and employment changes are properly documented and filed. HRIS, Reporting, and Compliance Support Audit Paychex entries for new hires, status changes, and terminations. Generate recruiting, onboarding, and workforce reports as requested. Track completion of required compliance training for new hires. Support recordkeeping related to DOT, FTA, OSHA, and transportation regulatory requirements affecting employees. Assist with maintaining union membership documentation and seniority records where applicable. Employee Support and HR Operations Provide guidance to employees regarding onboarding, policies, and employment documentation. Support employee engagement activities and new hire integration initiatives. Assist HR Manager with special projects, SOP development, and process improvements related to recruiting and onboarding. Attend weekly HR meetings and participate in departmental initiatives. Serve as backup support to other HR team members as required. Knowledge, Skills and Abilities Strong knowledge of full cycle recruiting and onboarding best practices. Experience with Applicant Tracking Systems, HRIS, and electronic recordkeeping systems, preferably Paychex. Knowledge of federal and state employment laws, I-9 compliance, and record retention requirements. Understanding of DOT and FTA hiring compliance requirements preferred. Ability to manage multiple open requisitions in a fast-paced environment. Strong organizational skills with attention to detail in file management. Ability to build effective relationships with hiring managers and candidates. Strong customer service, communication, and follow through skills. Ability to maintain strict confidentiality and discretion. Proficiency with Microsoft Office products. Emotional, Psychological and Physical Requirements Ability to: Make independent decisions within scope of responsibility. Work in situations of pressure and frequent interruptions. Manage multiple hiring priorities and deadlines. Maintain professionalism when interacting with candidates and employees.
Physically:
Extended periods of sitting in an office environment. Ability to stand for orientation sessions. Occasional lifting of personnel files and storage boxes less than 10 pounds. Ability to work within file rooms and storage areas. Occasional travel to recruiting events and job fairs. Education and Experience Bachelor's Degree in Human Resources, Business Administration, or related field preferred. Minimum of three (3) years of experience in full cycle recruiting and onboarding required. Experience maintaining employee personnel records and compliance documentation required. Experience with HRIS and Applicant Tracking Systems required, preferably Paychex. Experience in a union or transportation environment preferred.
SHRM CP, SHRM
SCP, or related HR certification preferred or ability to obtain.
