All Current On-Board Permanent and Term Title 32 and Title 5 Employees currently assigned to the Human Resources Office. Duties Help This position is loced in the JFHQ-Ste Human Resources Office (HRO). This position performs work in two to four of the following HR specializions (Employee Benefits, HR Development, HR Informion Systems, Military (AGR), Performance Management and Employee/Labor Relions, Position Classificion, Recruitment/Placement and Compension) servicing both Army (ARNG)and Air Nional Guard (ANG) full-time employees within the Ste. The incumbent must serve as the Ste Level Expert/point of contact in one of the following HR specialties for a minimum of 25% of the time: Employee Benefits, HR Informion Systems, Performance Management and Employee/Labor Relions, Position Classificion, and Recruitment/Placement and Compension. The incumbent ensures as the Ste-Level Expert/point of contact ensures all program activities, policies, instructions, and goals are in compliance with legislion, publicions, regulions, and guidance from Office of Personnel Management (OPM), Department of Defense (DoD), Nional Guard Bureau (NGB), Department of the Army (DA) and Air Force (DAF), and other governing agencies.
MAJOR DUTIES
1. Distributes and balances workload among employees. Gives on-the-job training to lower-graded employees. May approve emergency leave for assigned employees in extenuing circumstances. Provides input into annual performance appraisals. Resolves simple complaints and grievances, referring the more serious ones to the supervisor. Recommends training needs for employees. Provides input to the supervisor concerning selections, promotions, reassignments, and recognition of outstanding performance. Responsible for the accure and timely processing of Request for Personnel Actions (SF-52), Notificion of Personnel Action (SF-50) for areas within their HR Office delegion memorandum. Ensures completion of supporting forms, records, and documents. Verifies personnel actions are processed. Conducts internal audit of personnel actions processed to ensure compliance with regulory and legal requirements. Responsible for the quality assurance, maintenance, and security of the Electronic Official Personnel Folders (eOPFs) ensuring content meets regulory requirements and is in accordance with the Guide to Personnel Record keeping and is safeguarded under the Privacy Act of 1974. : Knowledge of a wide range of human resource management concepts, practices, laws, regulions, policies and precedents sufficient to provide comprehensive human resources management advisory/consultant services on substantive organizional functions and work practices in the functional area of position management and classificion, sufficient to advise management on a wide variety of technical issues; solve a wide range of complex, interreled HR problems and issues to include: analyzing and evaluing an organizion's current staffing situion to include researching and developing solutions and stregies to recruitment and retention problems incorporing a variety of flexibilities; providing comprehensive HR services to management and employees throughout a complex multi-mission organizion; working on special projects such as serving on a stregic planning team; providing management with insight in establishing organizional structures th are efficient, cost effective, support approprie grade levels, and facilite career development; providing management advisory services in counseling, recognizing top performers, and taking approprie actions on performance issues; advising management on developing and maintaining the proper balance between organizional stregic plans and goals and human resource development programs.
