Job Description

DEFINITION
The Part-time HR Generalist at CFCC is responsible for a wide range of duties from administrative to technical, analytical and consultative in support of the various functions of human resources at the college. The Part-time HR Generalist may be assigned to focus on one or several of the following HR functional areas: Staffing and Recruitment Life Cycle, Benefits and Leave Administration, Training and Development, and HR Information Systems. The Part-time HR Generalist provides support in: presenting, project management, compliance, policy and procedure development, communications, researching and compiling data/reports. In addition, this position maintains high standards for HR customer service and provides support for the accuracy and maintenance of data in various HR systems.
SUPERVISION RECEIVED AND EXERCISED
Receives supervision from the Director of Human Resources.
ESSENTIAL AND OTHER IMPORTANT FUNCTIONS STATEMENTS
Essential and other important responsibilities and duties may include, but are not limited to:
Essential Functions:
Part-time HR Generalist may be assigned to one or more of the HR functional areas below (but not all) and would be called upon for the associated essential functions: Staffing and Recruitment Life Cycle Supports the Talent Acquisition Specialist in On-boarding new employees (i.e. facilitating orientation sessions, processing pt new hires, etc. Advises hiring officials, staff, and general public on faculty/staff employment policies and procedures. Must be able to operate autonomously to process new employee information while organizing, maintaining, and updating employee files. Processing of new hires includes verifying work eligibility and ensuring proper qualifications are met. Training and Development Assists with the annual compliance training learning management system, i.e.: running reports of completion, etc. HR Information Systems and Workflow Participate in preparing and compiling a variety of reports on Human Resources activities as directed. Create forms, communications and presentations as needed. Assist HR Director with continuous process improvement projects and special projects as assigned and compiling results for reporting. Benefits and Leave Administration Assists Benefit Administrator in the communication of the College's employee insurance and benefits programs; process and maintain benefit enrollment, premium deductions, materials, brochures, communications and claim forms. Respond to inquiries from employees and retirees; provide assistance and explanations regarding benefit problems, options, changes and provisions including disability, retirement, sick and annual leave, resignation, health benefits and other insurances; assist in the review, verification, and preparation of health enrollment forms, medical and optional benefit forms. Assist with the Benefits Fair and annual Open Enrollment. Assist with Health and Wellness Committee and activities.
QUALIFICATIONS
Knowledge:
Fundamental principles and practices of human resources administration. Principles of proper file maintenance. Modern office procedures, methods and equipment including a computer. State policies and procedures including OSHR and NCCCS regulations and employee benefits. CFCC employment practices and policies. English usage, spelling, grammar and punctuation and basic mathematics. CFCC organizational structure and classification system. Business letter writing, principles of report preparation and record keeping.
Ability To:
Collect, compile, analyze, manipulate, organize and summarize various types of information and data. Maintain confidential information. Establish and maintain cooperative working relationships with those contacted in the course of work. Interpret and apply CFCC goals, objectives, policies, procedures, rules, and regulations Maintain effective audio-visual discrimination and perception needed for: Making observations Reading and writing Communicating with others Operating assigned equipment Handling varied tasks simultaneously Maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include the following: Standing or sitting for extended periods of time Operating assigned equipment Handling varied tasks simultaneously Bending, stooping, climbing, or lifting up to 30 pounds Maintain mental capacity, which allows the capability of: Making sound decisions Responding to questions Demonstrating intellectual capabilities
EXPERIENCE AND TRAINING GUIDELINES
Minimum Education/Training:
An Associate's degree in Human Resources, Business Administration or related field
Minimum Experience:
Two or more years of direct Human Resources experience involving any of the HR functional areas above. Must also have a high level of proficiency in working with all Microsoft Office applications. Excellent diplomacy skills and a high level of discretion. Ability to effectively organize and handle multiple job duties in a fast-paced office environment. Preferred Education/Training, Experience, Skills:
Bachelor's degree. Experience with Ellucian Colleague, PeopleAdmin, TimeClock Plus or other HR/Payroll Solutions. Experience implementing and configuring HRIS systems, modules, or solutions. NC Retirement System and State Health Plan knowledge and experience HR experience within a Higher Education work environment HR Certification (i.e. SHRM-CP or PHR certification) Special Instructions to
