Job Description

Human Resource Specialist•
Town of Batavia Job Overview:
Part time, 30 hour position serving as a resource in matters pertaining to personnel related issues, payroll and other related clerical duties.
Responsibilities and Duties:
  • Works in conjunction with the Supervisor and Finance Department;
  • Performs various personnel functions and maintains up-to-date personnel files;
  • Assist with conflict resolution in adherence to the Town rules and regulations;
  • Researches, compiles and tracks various professional licenses and training certificates;
  • Manage general personnel matters, including but not limited to: drug testing, monitoring driving records, etc.;
  • Updates HR related policies and employee handbook for compliance as needed;
  • Assists the Town Supervisor's Department with the administration of various personnel and labor relations;
  • Administer and coordinate general hiring process;
  • Processes new hire paperwork;
  • Manage civil service reporting requirements;
  • Administer open enrollment for health insurance and other voluntary elections (AFLAC, Allstate, NYSLRS, United Way, Deferred Comp, etc.);
  • Review time sheets. Prepare and process payroll;
  • Manages changes in employee deductions;
  • Oversees Workers Compensation process and coordination with employees and outside agencies;
  • Prepares paperwork for Family Medical Leave Act;
  • Completes paperwork for NYS Unemployment Benefit claims;
  • Calculates and tracks compensated absences for all employees;
  • Identifies and prepares resolutions related to personnel and HR matters;
  • Develops, implements, and administers safety initiatives and personnel rules and regulations;
  • Involvement with the Safety Committee;
  • Perform other related duties and tasks as assigned
Qualifications:
High School diploma recognized by the NYS Dept of Education or appropriate equivalent. Along with 4 years of college, specialization in Human Resource Management or related field.
  • OR•2 years college with specialization in Business Administration or related field.
