Job Description
The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The New York City Police Department strives to foster a safe and fair city through the strategic deployment of resources, focusing on both crime prevention and addressing quality-of-life concerns while building lasting community relationships. The Office of Equal Employment Opportunity (OEEO) is responsible for preventing, investigating, and addressing employment discrimination and harassment within the Department. OEEO leads significant policy and training initiatives, including those related to pregnancy and lactation accommodations, facial hair and beards, religious head coverings, and transgender inclusion guidelines, ensuring the Department remains responsive to and supportive of the diverse needs of its members. OEEO works closely with complainants to conduct thorough and impartial investigations, addressing inappropriate conduct and fostering a workplace environment that is safe, equitable, and respectful. The Reasonable Accommodations Unit manages requests for accommodations based on disability or religion for all members of the service .In addition, the OEEO Liaison Network plays a critical role in supporting the implementation of EEO policies and assisting with complaint response and investigative processes. OEEO also oversees the Department's compliance with the Americans with Disabilities Act (ADA). The Disability Services Facilitator (DSF) serves as the primary liaison between the Department and the public, coordinating efforts to meet federal, state, and local accessibility requirements and ensuring continued ADA compliance. The duties and responsibilities will include, but are not limited to:
- Overseeing and/or conducting prompt, thorough, and impartial EEO investigations to ensure compliance with all applicable regulations.
- Conducting and supervising internal EEO investigations; drafting comprehensive investigative reports; and recommending resolutions that are legally sound, compliant with applicable laws and policies, and mitigate risk to the Department.
- Providing guidance and training to team members on EEO policies, investigative techniques, and report writing.
- Proactively analyzing complaint trends and recommending improvements to policies, procedures, and practices.
- Compiling detailed investigative reports that summarize findings, apply relevant legal standards, and provide actionable recommendations.
- Presenting findings clearly and concisely, supporting leadership and decision-makers with accurate, well-documented analyses.
- Ensuring the timely resolution of cases while maintaining the highest standards of confidentiality and integrity.
- Analyzing and interpreting local, state, and federal employment discrimination laws with accuracy.
- Communicating effectively with all levels of management.
- Assessing investigative processes and recommending enhancements and solutions.
- Providing guidance and support to the Director of EEO Investigations.
- Managing and maintaining tracking databases in an accurate and timely manner.
- Coaching and developing staff with varying levels of EEO knowledge and investigative experience.
- Preparing and delivering metrics and regular reports, as required.

Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. Preferred Skills Preference will be given to candidates with experience conducting internal investigations within law enforcement and/or paramilitary organizations, and with seven (7) or more years of EEO investigative and decision-making experience. The role requires a high degree of sound judgment, discretion, and initiative in handling sensitive and complex matters.
