Yes County Albany Street Address 1220 Washington Ave. Bldg. 7A City Albany StateNY Zip Code12226 Duties Description The Human Resources Specialist 1 will report to the Personnel Services Unit within the Human Resources Department. The incumbent will be responsible for a wide range of activities in accordance with Civil Service Law, Rules and Regulations. The duties include but are not limited to:- Advise program staff on classification matters. Research and analyze requests for new positions, reclassifications, reallocations, and related classification matters and recommend appropriate action. Prepare classification requests and supporting documentation.
- Provide guidance and assistance to programs regarding appointment, promotion, or transfer status of employees.
- Work with program managers to create internal and external job postings.
- Determine posting responder eligibility by reviewing resumes and employment history in NYSTEP when applicable.
- Request and canvass eligible lists; review eligible list responses and provide list of candidates to programs.
- Advise employees regarding advancement options.
- Ensure appropriate and timely entry of personnel transactions into the Human Capital Management System (HCM). Liaise with Business Services Center (BSC) to troubleshoot and resolve transaction issues.
- Review employee evaluations including performance evaluations, probation reports, and traineeship evaluations. Provide guidance to managers, supervisors, and employees about the evaluation process.
- Prepare agency-specific employee on-boarding documents/policies and meet with new staff to complete required documentation and to provide information and materials.
- Assist in the development of Personnel related training curriculum and assist in presentation of information to program and executive staff, as necessary.
- Represent DHSES at job fairs and assist in other recruitment & outreach efforts.
- Participate in examination planning and development activities.
- Perform research for use in development or improvement of policy and/or procedures.
- Assist with data analytics - tracking and reporting key personnel measure such as recruitment efforts and retention across all titles, shifts, and locations for DHSES.??
- Work closely with all HR staff across Human Resources Management to organize "deep dives" into various organizational issues and work with them to develop viable solutions for streamlining business processes.
- Design and develop new tracking mechanisms for the purpose of reporting of key performance indicators.
- Coordinate the content and distribution of agency-specific on-boarding documents/policies.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).- To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. This title includes a traineeship opportunity and applicants will be appointed to the appropriate level
- based on their experience and education.
- Human Resources Specialist 1 level requirements:
- Human Resources Specialist Trainee 1 (equated to SG-14): Four years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
- Human Resources Specialist Trainee 2 (equated to SG-16): Five years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
- Human Resources Specialist 1, SG-18: Six (6) years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
Substitution:
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. Dependent upon qualifications, if appointed as a trainee, successful completion of a one-year or two-year traineeship leads to appointment as a Human Resources Specialist 1, SG-18.TRANSFER

Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired underNY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in anNY HELPS
