Job Duties:
The Human Resource Liaison serves under general supervision of the County Director, performs professional work in administration of human resources programs, the interpretation of policies and procedures for Orangeburg County DSS office. Provides records management and professional technical assistance to Orangeburg County employees, and serves as Administrative Assistant to County Director. Provides assistance to agency management staff in regards to all personnel actions, disciplinary, classification and compensation, EPMS, Position Description, Worker's Compensation, hiring procedures, etc. Supervises orientation sessions to acquaint new workers with the agency policies, procedures and regulations. Maintains personnel records. Manages the EPMS functions. Provides assistance with employee relations programs, counsel employees in processing grievances. Interprets agency and state policies and procedures. Generates posting announcements for all vacant employee positions. Send out official appointment letter to prospective applicants. Performs benefits administration responsibilities, brief and counsels employee regarding status, benefits, beneficiaries, etc. Performs leave system functions. Assists County Director with special administrative assignments as needed. Attends meetings/trainings on matters concerning business management and/or human resources activities. Provides guidance, support and assistance to management on completion of staff evaluations, performance and conduct issues through agency's Progressive Disciplinary process. Performs job delivery and/or performance with positive or appropriate customer service delivery to clients, the public and co-workers as an integral requirement. Participates in Red Cross training and shelter duty or other emergency shelter duty/services as directed; performs related duties as required. To ensure the personal identifying information (PII) is properly used, accessed, gathered, shared and disposed. To protect the agency networks and applications by safeguarding systems, equipment and data. A High School Diploma and four (4) years of responsible clerical or administrative experience. An Associate Degree and two (2) years of responsible clerical or administrative experience. A Bachelor's Degree or Master's Degree may be substituted for the related work experience.
