PRIMARY PURPOSE:
Coordinate daily operations of data management between Human Resources and Payroll. Manage Position Control, manage salary account coding and assist CFO in the personnel budgetary process. Generate Texas State Reports and work with Payroll Manager to resolve issues. Serve as liaison between Payroll and Human Resources, providing guidance.
QUALIFICATIONS
Education/Certification:
Bachelor's degree preferred (Business, Accounting, Finance, Computer Systems or other related discipline).
Special Knowledge/Skills:
Strong proficiency with Microsoft Office applications including advanced Excel skills. Ability to manipulate data to create reports using Access, Crystal Reports, or SSRS. Ability to work with limited supervision. Analytical skills to understand and apply research in report writing and decision making. Ability to prepare and deliver compensation related information. Strong analytical skills, strong organizational and communication skills, strong verbal/written communication skills required. Ability to balance multiple projects simultaneously Ability to handle confidential information with discretion. Superior interpersonal skills; ability to work in a team environment; tactful; mature; flexible Demonstrated commitment to provide exceptional service to both internal and external customers.
EXPERIENCE
Three years of general office experience, preferably in public education environment. A background in payroll or school business is preferred.
MAJOR DUTIES AND RESPONSIBILITIES
General Liaison between Human Resources and Payroll Ensure data quality of information in Human Resource/Payroll management system Maintain highly confidential information Position Control Create & manage all positions (increases, decreases, transfers, changes) Develop, document and implement procedures for administering the district's pay practices and ensure that they are applied consistently. Develop processes to streamline system that includes input from Human Resources and Payroll. Verify that position is consistent with job class, including pay grade, calendar, PEIMS information Assign or verify position general ledger account codes Create reports to discover inconsistencies and make corrections Maintain all changes to position general ledger account codes Employee Maintenance Approve all new hire information and changes that are processed by Human Resources Apply state and federal payroll regulations Verify that all required documentation is received Review primary and payroll-related Employee Master information for personnel actions Create and manage employee pay-related records including Job/Salary, Deductions, Accruals, Teacher Retirement System (TRS) Maintenance Calculate employee pay-outs, including employee pay and statutory minimum reporting Coordinate with Human Resources & Communications regarding annual employee salary notifications State Reporting Verify TRS membership Set up employee's TRS Maintenance Screen Understand TRS ED (employee data) & RP (regular payroll) records Manage, research and resolve RP record submission errors Back up Payroll Manager's state reporting duties Budget Planning & Preparation Assist CFO in next year budgeting & planning Create reports to analyze budget; Assess the budgetary impact of compensation decisions Research changes in budget projections Create and submit data files to Forecast5 Develop data dashboards, reports, budgetary charts, graphs, and stories Assist with and generate Salary and Benefit Projections Track FTEs and detail change information for Board of Trustees review Payroll Maintenance Maintain all job tables, titles, pay grades, pay ranges, stipends and salary schedules Assist with annual salary increase/roll process Assist with the start of year accrual award process Create and maintain salary tables in payroll system Create calendars in payroll system
Other Assignments:
Assist in maintaining current information related to employee absences and attendance Work in tandem with other HR specialists to facilitate the hiring process Provide support & assist with FMLA & Sick Bank Committee. Ensure all wage verification requests received are accurate and communicate with HR. Basic knowledge to assist in the process of entering bi-weekly payroll as a back up to the Payroll Clerk. Other duties as assigned.
