Job Description

PRIMARY PURPOSE
Assists in the management and coordination of certain Human Talent activities to ensure legally sound and effective personnel management practices. Process applications and coordinate the hiring of personnel. Oversee specific aspects related to records and substitutes for the district. Collaborate with the Human Talent leadership team on projects that support the talent acquisition and development of Tomball ISD personnel.
QUALIFICATIONS
Minimum Education/Licenses/Certification High School diploma or equivalent Bachelor's Degree preferred Special Knowledge and Skills Knowledge of the selection and training of personnel Knowledge of policies and procedures pertaining to the duties of the role Ability to implement policy and procedures Ability to analyze and interpret data and statistics Strong communication, public relations, and interpersonal skills Ability to add value and collaborate with a team
Minimum Experience:
Three years secretarial/clerical experience, preferably in public education environment Special Knowledge and Skills Proficient computer skills in Word, Excel, Adobe PDF, Power Point, Google Suite File maintenance skills Ability to follow written instructions Ability to operate multi-line phone system Effective organization, communication, and interpersonal skills
MAJOR RESPONSIBILITIES AND DUTIES
Manage and organize recruiting, onboarding, and communication with all substitutes. Direct the employment application and screening process for professional and paraprofessional substitutes, including maintaining the accuracy of the substitute roster and electronic management platform. Screen and process all substitute applicants, including the review of references, criminal history and other credentials. Monitor long-term substitute assignments and notify the Principal when a parent notification is required. Partner with HT leadership to develop the Substitute Handbook. Assist substitutes and employees with the Red Rover management system and provide support to campus staff regarding substitutes. Lead the orientation program for substitutes. Submit and monitor background checks for substitutes. Evaluate substitutes who are not performing to district policies and procedures. Oversee substitute deactivations in eFinance. Data entry of employee deductions, direct deposit, professional dues, name changes, W4, and all other deductions submitted by the employee. Process substitute payroll. Assist in planning and attending job fairs. Use management practices that promote collegially, teamwork, and collaborative decision making among staff members. Provide effective two-way communication channels with staff, District employees and community. Ensure that personnel operations contribute to the attainment of District goals and objectives. Provide equal employment opportunity and work cooperatively with others to ensure compliance with federal and state laws and regulations. Assist with maintenance of personnel records as required by the Texas Education Agency and board policies and prepare necessary reports. Work cooperatively with directors, assistant directors, administrators, and staff. Articulate the District's mission to the community to solicit its support in realizing the mission. Demonstrate awareness of District/community needs and assist in initiating activities to meet those identified needs. Works cooperatively with others to ensure compliance with federal and state personnel statutes and guidelines (EEOC, Title IX, Fair Labor Standards Act, ADA, FMLA, etc.). Develop and maintain systems for retrieval of information in support of all programs. Assist with compiling, maintaining, filing, and securing all physical and electronic reports, records, and other required documents. Participate in professional development activities to maintain current knowledge of human talent rules, regulations, and practices. Ensure professionalism and confidentiality of the department. Maintain confidentiality regarding employee information. Assist with creation and distribution of ID badges. Maintain regular attendance. Other duties as assigned.
