We are actively seeking a Secret-cleared Administrative HR Specialist
  • Junior with experience in Navy personnel administration to support our clients at the Office of Naval Research Global (ONR Global).
Qualified candidates will maintain accurate workforce records in the N1 Staffing Plan, track training and access requirements, and support day-to-day onboarding and offboarding actions to ensure mission success and accurate workforce readiness.
Note:
This position is contingent upon contract award . We are currently seeking qualified candidates to include in our proposal for an upcoming government contract. Applicants selected may be contacted for further steps if the contract is awarded.
Work Description:
The Administrative HR Specialist
  • Junior supports ONR Global's HR Office by ensuring accurate, timely updates to the command's N1 Staffing Plan and executing personnel lifecycle actions. This position supports and accepts tasking in coordination with the ONR Global Human Resources Officer and the Human Capital Analyst

Responsibilities:
The Administrative HR Specialist
  • Junior will support tasks such as: Accept tasking in support of the ONR Global Human Resources Officer and perform noninherently governmental human capital and human resources administrative functions focused on maintaining the accuracy and integrity of the ONR Global N1 Staffing Plan.
Complete administrative HR actions required to ensure personnel are brought into and out of ONR Global with administratively accurate, correct, and compliant personnel profiles reflected in the Command's authoritative data source, the N1 Staffing Plan. Update ONR Global N1 Staffing Plan entries and records within 48 hours of notification of new occurrences or transactions to ensure the most current personnel information is accurately captured. Maintain lifecycle status documentation in the N1 Staffing Plan for ONR Global personnel actions and requirements, including but not limited to checkin, extensions, and checkout actions, within 48 hours of notification. Identify and track System Authorization Access Request Navy (SAARN) forms documented in the N1 Staffing Plan and provide written (email) notification to the ONR Global Human Resources Officer no later than 60 days prior to SAARN expiration dates for all ONR Global personnel. In collaboration with the Knowledge Specialist, revise the structure and functionality of the ONR Global N1 Staffing Plan and support the coordination and acquisition of required Government approvals for approved changes. In coordination with the Human Capital Analyst
  • Senior, capture personnel transition actions among selectees, supervisors, home activity personnel offices, Human Resources Office (HRO) staff, overseas personnel, sponsors, and mentors, and notify ONR Global HR stakeholders via email within 24 hours of transition notifications.
Perform noninherently governmental administrative HR actions required to support the transition of personnel into and out of the Command. Provide, track, and facilitate the submission of onboarding and offboarding documentation, including PCS move documentation, visa and passport materials, and travel documents; file documentation and update associated data within the N1 Staffing Plan. Track completion of ONR Global personnel training at ONR Globalsponsored events, including but not limited to the Global Team Meeting (GTM), by preparing, distributing, and facilitating the completion of attendance rosters for each training event. Establish and maintain a digital storage location for training attendance rosters accessible to ONR Global personnel and upload completed and updated documentation within one week following each ONR Global training event.
Minimum Requirements:
Bachelor's degree + 5 years HR experience, OR 10+ years HR experience. Demonstrated knowledge of Navy HR administration, including onboarding logistics and personnel support. Excellent organizational and documentation skills.
Desired:
Experience with Navy HR development, training, and monitoring performance; familiarity with NR DE.
