Job Description

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a Human Resources Specialist , Position Description Number
D3530000
, and is part of the Education Services Office of the Military Personnel Office/G1 of the Vermont Army National Guard.
Qualifications:
NATIONAL GUARD MEMBERSHIP IS REQUIRED
This is a Title 32 excepted service position that requires membership in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Vermont Army National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Area I:
All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (
Tenure:
1-Career, 2-Conditional, 3-Indefinite)
  • Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.
Area II:
All Members of the Vermont Army National Guard.
Area III:
Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard.

PV1/E1-SSG/E6 MINIMUM REQUIREMENTS
Experience that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing.
SPECIALIZED EXPERIENCE
24 months experience, with at least 1-year specialized experience equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled Your qualifications will be evaluated on the following knowledge, skills, abilities and other characteristics:
  • knowledge of administering, delivering, and advising on military human resource policy.
  • knowledge or principles, concepts, and practices applicable to one or more fields of administration or management.
  • knowledge of ARNG Incentive Programs, Defense Joint Military Pay System (DJMS), Guard Incentive Management System (GIMS), and HR principles.
  • knowledge of payroll systems (e.g., DJMS, Web-DMO)
  • skill and familiarity of incentive management systems and ARNG policies.
  • skill in speaking to and briefing senior leaders.
  • ability to process exception-to-policy (ETP) packets, which involves significant judgment and technical expertise.
  • ability to understand the incentives program, interpret laws, regulations and policies which govern the incentives program.
  • ability to work independently with minimal supervision
PART-TIME OR UNPAID EXPERIENCE
Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE
Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
