The Opportunity:
As a Human Resource Consultant, you will play a vital role in advancing DCYF's mission by providing expert-level human resources consultation and strategic guidance to managers and employees within an assigned region or functional area. In this role, you will independently advise leadership on a broad range of complex HR matters, helping to ensure sound decision-making and consistent application of employment laws, collective bargaining agreements, agency policies, and best practices. This position serves as a recognized subject matter expert in areas including performance management, just cause principles, employee discipline, layoffs, reversions, and rights of return. You will be responsible for resolving sensitive and complex workplace issues that may have significant organizational or precedent-setting impact. Working under the general direction of the HR Operations Manager, you will collaborate with leaders and stakeholders across the agency to foster a culture of accountability, equity, engagement, and excellence in support of DCYF's employees and the children, youth, and families they serve. Some of what you will get to do: Serve as the agency's trusted HR advisor, providing expert consultation, guidance, and support to managers, supervisors, and employees on a wide range of human resources matters. Partner with leadership to navigate complex employee relations issues, including performance management, just cause principles, workplace investigations, corrective and disciplinary actions, labor relations, and grievance processes. Provide strategic consultation on employment laws, collective bargaining agreements, and agency policies, ensuring compliance with federal and state laws, Civil Service Rules, and DCYF HR policies and procedures. Advise managers throughout the recruitment and selection process, including recruitment planning, interview panel composition, interview question review, and hiring best practices. Support workforce planning through classification and compensation consultation, assisting with position description development, position allocation, and organizational design. Serve as a subject matter expert on leave and accommodation programs, including family and medical leave, work-related injuries, shared leave, leave management, and return-to-work processes. Collaborate with Assistant Attorneys General, labor partners, and agency stakeholders to address sensitive HR matters, litigation preparation, arbitrations, and other employment-related issues. Design, develop, and deliver HR training and coaching for managers and staff on topics such as performance management, investigations, just cause, leave administration, diversity and inclusion, and workplace expectations. Research, analyze, and develop recommendations for complex HR issues, preparing reports, correspondence, and documentation that support sound business decisions and organizational goals. Foster a culture of collaboration, accountability, and continuous improvement by building strong partnerships and providing responsive, solution-focused HR services across the agency.
Required Qualifications:
Seven (7) years of experience and/or education as described below: Experience in broad-based human resource work, including advising and consulting on human resource issues. Education involving a major study in human resources, labor relations, organizational development, business, public administration, social or behavioral sciences. Demonstrated competency in the following areas (competency may be gained through education, experience, or a combination): Consulting Analysis and problem solving Communication and interpersonal interaction Customer focus and business orientation Change leadership Teamwork Research and analysis Accountability and dependability Working knowledge of HR-related WACs, RCWs, federal laws, agency policies and procedures, and CBA's. Preferred Qualifications SHRM-CP/SCP, S/PHR, or other professional HR certification Six (6) months or more experience using NeoGov and/or HRMS Lead/supervisory experience How do I apply?
