Job Description
Under general supervision of the Human Resources Manager, the Recruitment Specialist is responsible for managing full-cycle recruitment activities to support the staffing needs of Winslow Indian Health Care Center (WIHCC) and Dilkon Medical Center's (DMC). The Recruitment Specialist works closely with hiring managers, department leadership, and the Human Resources (HR) team to identify staffing needs, recruit qualified candidates, and ensure a timely and compliant hiring process. This position manages recruitment activities including candidate sourcing, screening, interviewing, selection coordination, and onboarding preparation while ensuring compliance with the Navajo Preference and Employment Act (NPEA) and other related employment laws and regulations. The Recruitment Specialist plays a key role in attracting and selecting qualified professionals who support WIHCC's mission of providing accessible, quality, and cost-effective healthcare services. This position upholds the principles of WIHCC's Vision, Mission, and Value Statements and maintains the highest standards of confidentiality in handling all sensitive and privileged information at all times. Essential Duties & Responsibilities:
Maintains regular attendance and punctuality. Represents and promotes organization to potential applicants by providing information, responding to questions by email or phone calls and collecting applicant data. Collaborates with HR team to support specific recruiting efforts, including coordination with external employment resources such as IHS, Navajo Nation and its entities. Coordinates recruiting, selection and employment process in line with established procedures. Works closely with hiring managers and internal/external Recruiters to support recruitment process for individual positions both as Full-Time Employees (FTE) and Part-Time Employees (PTE). Manages the recruitment lifecycle for assigned positions including applicant screening, interviewing, and hiring recommendations. Reviews applications and evaluates candidate qualification in accordance with established hiring criteria and NPEA requirements and other established human resources guidelines. Refers qualified applicants to hiring managers and making hiring recommendations when appropriate. Collaborates with hiring managers and department leadership to understand staffing needs and develop recruitment strategies. With recruitment efforts by providing guidance, training and support of the recruitment software; Paycom. Utilizes the Human Resources Information System (HRIS) and Applicant Tracking System (ATS), such as Paycom, to manage recruitment activities and maintain accurate records. Ensures recruitment documentation is complete and compliant with organizational and regulatory requirements. Coordinates and schedules interviews with potential candidates. Works closely with hiring managers in creating or updating existing interview questions. Conducts candidate interviews and coordinates panel interviews with hiring managers and selection committees. Conducts preliminary employment verification and reference checks for potential candidates. Composes and distributes routine written correspondence such as non-select letters and other appropriate HR communications. Assists with hiring efforts by completing offer summaries, reviewing the offer summaries with hiring Managers and assist in determining the candidate's proposed employment rate. Creates Personnel Action Form (PAF) for new hires. Coordinates employment offers and communicates hiring decisions to candidates. Assists potential candidate with coordination of relocation, when needed. Assists with the overall process of new hire orientation including required paperwork. Assists by working closely with Indian Health Service Area regarding Commission Corp staff with transfers, including all necessary paperwork. Creates and maintains recruitment files, recruitment calendar, records of interviews and new hires. Assists in representing WIHCC and DMC at career/job fairs and recruiting events. Coordinates onboarding process for students, residents and contractors for WIHCC and DMC. Manages student, residents and contractor calendars. Communicates and coordinates with schools, contracting agencies and General Services. Assists with developing a wide variety of written materials in both manual and electronic formats (e.g. HR reports, forms, procedures, brochures, pamphlets, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information. Attends related training and development to continue personal and professional growth. Participates in HR department meetings that may also include representing HR at other organizational wide meetings. Ensures recruitment processes comply with applicable federal, state, and tribal employment laws and regulations including NPEA. Maintains accurate recruitment records and documentation to support internal reporting and compliance requirements. Assists in preparing recruiting reports and metrics for HR leadership. Supports Human Resources team with the assignment of special projects. Promotes positive working relationships by interacting professionally and collaboratively with employees, leadership, patients and external partners. Requires completion of tasks or duties assigned by a supervisor. Upholds all principles of confidentiality and patient care to the fullest extent. Adheres to all professional and ethical behavior standards of the healthcare industry. Adheres to WIHCC's Personnel Policies and Procedures, departmental policies, rules, and regulations. Possesses cultural awareness and sensitivity. Maintains compliance with all Human Resources requirements. Performs other duties as assigned. Minimum Qualifications:
Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, or a closely related field preferred; a combination of relevant education and progressively responsible experience may be considered in lieu of a degree. Minimum of three (3) to five (5) years of progressively responsible experience in recruitment, talent acquisition, or human resources required. Experience managing full-cycle recruitment processes including sourcing, applicant screening, interviewing, candidate selection, and onboarding coordination preferred. Experience recruiting for healthcare, clinical, or specialized positions preferred. An equivalent combination of education, training, and progressively responsible recruitment or human resources experience that demonstrates the knowledge, skills, and abilities necessary to perform the essential functions of the position may be considered. Strong organizational and time management skills, with the ability to effectively prioritize and manage multiple assignments in a fast-paced environment while maintaining attention to detail and accuracy. Working knowledge of applicable employment laws and regulations is preferred, including healthcare-related compliance requirements and the NPEA. Experience utilizing HRIS for recruitment, onboarding, and employee data management is preferred. Bilingual skills in English and Navajo language preferred. Must maintain a valid unrestricted and insurable driver's license. Must successfully pass a background investigation and maintain suitable requirements for a Child Care position. This position is considered as a Child Care position, which requires a satisfactory background check investigation and is subject to the requirements of the Indian Child Protection and Family Violence Prevention Act, as amended (henceforth referred as the ICPFVP Act). Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, and personnel information systems. Knowledge of strong work ethics in the workplace. Knowledge of basic application of confidentiality. Knowledge of basic computer skills, e.g. Outlook, Word, Excel, PowerPoint and HRIS Systems. Knowledge of Paycom applicant tracking system. Knowledge of end to end recruitment processes using Paycom, including applicant review, screening, interview coordination, offers, onboarding, and rehire processing. Knowledge of credential, licensure, certification, and degree verification requirements for clinical and allied health positions. Knowledge of internal transfer processes and coordination with hiring managers and HR leadership. Knowledge of interview scoring, documentation, and justification requirements for selection and non-selection decisions. Skills in onboarding support, including assisting new hires during orientation and ensuring completion of assigned documentation. Skills in guiding and supporting managers in the use of Paycom and navigating the hiring process. Skills in managing multiple requisitions and priorities simultaneously in a high-volume, fast-paced clinical environment. Skills in proven candidate sourcing and building relationships. Skills in database management and record keeping. Ability to independently manage recruitment activities for assigned divisions while collaborating with recruiters and HR leadership. Ability to exercise professional judgment when coordinating hiring decisions and escalating issues appropriately. Ability to maintain professionalism and confidentiality when handling sensitive applicant and employee information. Ability to adapt quickly to changing staffing priorities and operational needs within departments. Ability to build effective working relationships with managers, leadership, and external partners. Ability to multitask and be detail orientated in a fact pace environment Ability to work independently or as part of the team on diverse assignments in a fast paced environment. While performing the essential functions of this position, the employee is regularly required to walk, sit, use hands and fingers, handle, or feel objects and equipment, reach with hands and arms, and communicate effectively by talking and hearing. The employee frequently must stand, climb, balance, stoop, kneel, crouch, or crawl and may occasionally use taste or smell. The employee must occasionally lift and/or move objects weighing up to 50 pounds. Work Environment:
Work is performed in an office setting or outdoor work environment with moderate noise levels. Work environment may involve exposure to physical risks, such as blood borne pathogens, hazardous chemicals, or operating potential dangerous equipment, and requires adherence to all safety protocols. Required work schedules may include evening, weekend, overnight shifts, extended hours, or irregular schedules and rotation as operational needs dictate. Travel between sites may be required. As required by P.L. 93-638, absolute preference will be given to qualified Navajo applicants. If there is no qualified Navajo applicant, preference will be given to qualified American Indian applicants.
