The Senior Talent Acquisition & Onboarding Consultant performs professional level work that plays a key role in attracting, selecting, and onboarding a diverse and highly qualified workforce for the Town of Apex. This position develops hiring and onboarding processes that are accurate and efficient, are aligned with organizational goals and values, and that ensure a consistently excellent candidate experience. The Senior Consultant provides expert guidance to hiring managers and develops recruitment and selection strategies that ensure timely and accurate processing of all recruiting and onboarding activities. This position will develop and implement strategies, policies, and process improvements that strengthen the Town's employer brand and improve the experience of applicants, new hires, and hiring managers. The role reports to the HR Manager•Talent & Benefits. This position has supervisory responsibility. A SAMPLE OF THE ESSENTIALS
Develops and implements end-to-end hiring and onboarding processes that ensure a positive experience for candidates, new hires, and hiring managers. Develops and maintains an accurate and up-to-date catalogue of all talent acquisition and onboarding processes. Creates and presents monthly reports on key talent acquisition metrics (the Talent Acquisition Dashboard) to department leadership. Researches, develops, and implements a robust onboarding experience that incorporates best practices and involves multiple touch points with new hires, hiring managers, and members of the Human Resources team to ensure a smooth and welcoming onboarding experience. Coordinates and delivers biweekly new hire orientation programs. Ensures consistent application of talent acquisition and onboarding processes. Conducts targeted searches for hard-to-fill or executive-level positions. Provides support and leadership to the Talent Acquisition Consultant. Composes enticing job advertisements to attract the most qualified candidates. Uses various recruiting platforms to post jobs and recruit applicants. Uses town software systems to manage job postings and applicant data, schedule interviews, communicate with candidates and hiring managers, and onboard new employees. Works closely with the Town's Communications department to develop creative ways to market job opportunities and generate a qualified pool of candidates. Consults with hiring managers on the design of selection materials and the scheduling of interviews. Develops, coordinates, and schedules assessment centers, including creating assessment exercises, scoring tools, and logistical plans. Participates in interview panels, promotional processes, and assessment centers Collaborates with the hiring manager and Compensation Analyst on job offers that are commensurate with the candidate's experience and in keeping with the Town's hiring guidelines. Ensures compliance with federal, state, and local employment laws and regulations, and town policies. Ensures hiring processes are fair, appropriate and legal. Trains departments on hiring processes and interview techniques. Manages recruitment records in accordance with the North Carolina Public Records Act and all related federal employment laws. Represents the Town in a positive and professional manner at job fairs and other professional networking events. Manages vendor relationships and processes for references, background checks, and other employment or applicant related programs. Performs other job-related duties as assigned. WHAT YOU'LL NEED
Bachelor's degree in Human Resources or related field and a minimum of three years of experience in all phases of the recruitment and hiring process; or a combination of equivalent education and experience. Preferred Experience Broad and progressively responsible experience in talent acquisition, recruitment, selection, and onboarding. Experience in local government human resources. Supervisory experience Experience developing and implementing processes and programs. In-depth, hands-on experience with HRIS and applicant tracking systems (Infor and Cornerstone preferred). Professional HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP, PSHRA-CP, PSHRA-SCP). WHO WE ARE
